Hon. Deputy Speaker, much as I agree with hon. Ng’ongo with regard to the interest rates, I also disagree with him. Unemployment did not come with the Jubilee Government. In fact, the wage bill we are talking about came along when we had the Serikali ya nusu mkate. That is when so many people came to inflate the wage bill. Hon. Speaker, I do support this Procedural Motion though, according to me and the way I see it, it should give the Mover more time to explain whatever he is telling the country and the House. When we give the Chairpersons such ample time, we also give debate direction. I believe that Members should also realize that we are many and if you exhaust whatever you are telling the House, the country and the world, then you give chances to others. All the same, I do support this Procedural Motion.

Hon. Speaker I had also sought a Statement from the Chairperson of the Departmental Committee on Education, Research and Technology concerning the retired teachers from 1987 and before. The court awarded them some Kshs3 billion or Kshs4 billion. This was not done and I have not received any response despite the undertaking by the Chairperson to do so. On another issue concerning Rea Vipingo and minority interests that lost a lot of money through the delisting from the Nairobi Stock Exchange and lack of response and guidance by the relevant authority.
