Once this Bill becomes law, it will give us the infrastructure on which expenditure on campaigns will be managed. Even candidates will participate in the management of the said expenditure. In view of the new constitutional order, we shall expect professionals, academicians and business people to feel that even if they do not have money, they can still compete for elective positions. We should also remember the history of our country. We have people who got money through dubious means. I was much involved in the process; we identified them and we sorted out disputes in good time and they were given their Kshs400,000. These are people who have been out of their homes for the last six to seven years. The value of money, because of inflation and other economic interventions, has gone down. I urge the Government to hasten, though I understand the budgetary constraints that we are going through, the process of facilitating those integrated IDPs with the cash that they need. The Government should also give them some training to start businesses or other activities because we understand that they are now being given a lot of money that will improve their economic well-being. Hon. Deputy Speaker, you all know what is transpiring at the Lands Committee and the other Committee chaired by Cheptumo. We have an issue that cropped up which is urgent and which should be forthcoming. I know very well that matter is under consideration. Other matters came up, which are of national interest and involve the Cabinet Secretary, the National Lands Commission and some appointments. That should be given consideration and we will issue the Statement within next week.
