The Kenya National Examinations Council Act 2012 provides that the function of the Council shall be to award certificates or diplomas to candidates in such institutions, and such certificates and diplomas shall not be withheld from candidates by any person or institution. Further, in July 2014, the Government of Kenya, through the then Cabinet Secretary for Education, issued an order vide a circular compelling all secondary school head teachers to release all KCSE certificates withheld illegally for various reasons to the respective candidates. • 21 Oct 2021 in National Assembly: In as much as the two weeks is advisable, I will request the Chair to expedite the process because there are already many students who are yet to join university because their KCSE certificates are being held by the managements of their former schools. If that would be expedited, it will save those students at least one academic year. They do not have to waste time because of something that is not of their own doing. Thank you, Hon. Why would people still be willing to buy? There is a great disparity in terms of movement of this food or what we would call factors of production from where they are produced to where they are needed. The moment we address this by, for example, building infrastructure so that when people harvest cabbages and carrots in Molo, they can reach the dry areas in a matter of hours... • 17 Aug 2021 in National Assembly: We need to have a conversation as a country about our land use. Every time you fly around the country, you find we are slowly becoming a concrete jungle. We have sub-divided all our land and everyone owns a 50 by 100 plot where we fence, build a house and no land is left for agriculture. As a result, we are saying there are no jobs and food. • 17 Aug 2021 in National Assembly: In properly planned countries and states, I have seen people living in an estate and leaving the rest of the land for agriculture. When this happens, you find it is easier to provide infrastructure such as schools, stadia, electricity and social amenities for those people.
