(Molo, UDA) Thank you, Hon. Temporary Speaker. The Public Finance Management (Amendment) Bill, sponsored by the Leader of the Majority Party in the House, was referred to our Committee. As Hon. Irene Mayaka has said, we conducted public participation in six counties: Isiolo, Siaya, Bungoma, Kericho and Mombasa counties. It was interesting how members of the public reacted, especially after we explained it to them. The Committee recommends an amendment so that public participation becomes part and parcel of the transfer of functions.
