Speaker, this Committee has done many things that are aimed at reducing the cost of living, increasing the disposable income available to Kenyans and especially on the salaried Kenyans making it easier to comply with our tax laws. The Public Finance Management (Amendment) Bill, sponsored by the Leader of the Majority Party in the House, was referred to our Committee. As Hon. Irene Mayaka has said, we conducted public participation in six counties: Isiolo, Siaya, Bungoma, Kericho and Mombasa counties. It was interesting how members of the public reacted, especially after we explained it to them. We are noticing something very interesting in the Kenyan population - a great interest in how this House makes laws, and a better understanding of how those laws affect them. Wilberforce Oundo, that that is one of the recommendations the Committee made in the Report we tabled yesterday. The Committee recommends an amendment so that public participation becomes part and parcel of the transfer of functions.
