Pursuant to Standing Order No.44(2)(c), I hereby request for a Statement from the Chairperson of the Departmental Committee on Environment and Natural Resources concerning the degrading state of the Ngong and Nairobi rivers. These rivers are polluted with garbage, industrial liquid toxic waste, agrochemicals and petrochemicals among others. This situation has occasioned the spread of water borne diseases, lose of sustainable livelihoods, reduced availability and access to safe portable water which affects the livelihoods of Kenyans and further affects the sustainable use of the environment. Speaker, pursuant to Standing Order No.44(2)(c), I wish to request a Statement from the Chairperson of the Departmental Committee on Environment and Natural Resources regarding pollution of Thika River by fruit canners along the stretch between Thika and Yatta. The canners spray their fruit farms with a spray whose content is unknown. The drainage system in place in those farms leads to Thika River, which passes through Yatta Constituency. Any organization must have a clear command. Whoever heads an organization must, at least, have a free hand on how to deal with roles and the people under him or her. With the passage of this Bill, I think we will have harmony between the police service, IPOA and even the Commission itself. I think from the consultations that we have had, as a Committee; every Member in this House is concerned about insecurity in the country. With the passage of this Bill, the Inspector-General and the officers under him will have to deal with criminals ruthlessly. That is because it is a concern of every Member in this House.
