  • 25 Apr 2018 in National Assembly: Hon. Deputy Speaker, I was just wondering whether the Chair is still with us. The Member who stood on a point of order was actually out of order because the other Member was still seconding a Motion. Members are using opportunities. Because the Deputy Speaker is very kind, they are taking advantage of his kindness to bring their agenda. If you have serious issues with the Deputy Governor of that place I do not want to mention, Hon. Cecily has an opportunity to bring a Motion and we deal with it here. view
  • 12 Apr 2018 in National Assembly: Thank you, Hon. Speaker. I wish to support the earlier Petition concerning the transfer of teachers from Wajir County. Indeed, it is time that the relevant committee looked into this. It came as a shock to this House and the nation that the TSC took the drastic action and in one way gave in to the demands of a terrorist organisation. It confirmed there could be something terribly wrong with the way institutions operate. On one side of the Government, there is assurance of security and yet the TSC went ahead and gave the order to withdraw teachers. But of ... view

  • 15 Feb 2018 in National Assembly: Hon. Speaker: He is also on a point of order. Do not shout! Like I said earlier, Members who have the habit of shouting and cannot keep their mouths shut while still seated will find it very difficult to catch my eye. view
  • 15 Feb 2018 in National Assembly: On a point of Order, Hon. Speaker. Looking at next week’s Order Paper, it is very obvious we will also not have any business until Tuesday of the following week. Just like the Leader of the Minority Party has said, I want to request the House Business Committee (HBC) to consider this. If this House has no business we should adjourn even for another week because Members of Parliament (MPs) are very busy people. Rather than keeping us in Nairobi doing nothing, we should go back to the constituencies. We should not be postponing Bills when they are in the ... view
  • 15 Feb 2018 in National Assembly: I am aware that most of the Chairpersons are very new, but surely, they are expected to be very smart. By now, they should have gone through those Bills and tabled reports. My appeal to the Chairpersons and the HBC is that if there is no business for this House, we adjourn for another one or two weeks. view
  • 14 Feb 2018 in National Assembly: Thank you, Hon. Speaker. Indeed, I will be very brief. At the outset, I want to say that I support the list as presented by the Committee. When you look at the names in the list, you can see professionals and people of experience and integrity who will move the ministries. You also see people of all ages. There are people in their thirties, forties and fifties across the board. In total, I can say it was a good pick. view
  • 14 Feb 2018 in National Assembly: That said, let me talk about expectations. This House in the 9th, 10th and 11th Parliament approved ministers in many occasions. We are very good in approving ministers. So, we expect service delivery. We expect these Cabinet Secretaries to ensure public resources are used in the most prudent manner. We also expect public money to be properly guarded. We do not want to hear the stories of people withdrawing cash in banks and looting public monies. We also expect The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained ... view
  • 14 Feb 2018 in National Assembly: all these CSs to be fair to all. I want to ask the people who have been nominated to be CSs, leave alone the ones who are here, not to work according to how people voted. I want to encourage them to serve all Kenyans equally. As a warning, if these people practise tribalism... During the 10th Parliament, we had a practice with ministers. Whenever a new minister was appointed, the first thing they used to do is to look at all parastatals and give their tribesmen jobs. That is a practice which should not be encouraged. This House should ... view
  • 14 Feb 2018 in National Assembly: We will also not want to see extreme nepotism as it used to happen before. As we move on, I want to give a warning to all of them. If they do not serve the people, nothing will save them. The same House which approved your names will ensure that your name is brought here and you are kicked out. I want to assure you that not even State House will save you. It has happened before, and more so during the 10th Parliament when ministers wronged. They know themselves, and there is no need of mentioning names. Not even ... view
