• 25 Nov 2014 in National Assembly: officers are low. A police officer starts with a salary of Ksh.18,000. The house allowance is Ksh.1,800. Where on earth can you get a house for Ksh.1,800 even in the slums? For insecurity to disappear, it will not be because we employ another 10, 20 or even a million police officers. We did not have insecurity before when we had fewer police officers. Let us motivate our police officers. I want to say that I support this Bill and I want to make it clear that I was the first Cabinet Minister for Environment. So, in this Act it is the Government that matters. Hon. Speaker, when the Environmental Management and Co-ordination Act, 1999 was crafted, I was the Minister. However, when it was operationalised I had already left the Ministry and this is an area where I have a lot of knowledge in, having worked as Minister for Environment. view
