Thank you, Mr. Speaker, Sir. I rise to support this Motion on the Supplementary Budget with a few remarks. First and foremost, I commend you, rather belatedly, for your ruling yesterday. It goes without saying that you saved the country a great deal. This is the second time that you have risen to the occasion and saved this country once again.

I am pleased by this Budget because it has not interfered with the Development Expenditure. Development Expenditure touches on roads, water and many other things. Those are the things that will last us beyond this generation. However, I want to zero in on a touchy matter; that is, security. This is the issue of security pertaining to our youth in some areas, known as Mungiki. I remember that from the day we first came here to be sworn in and undertook to elect our Speaker, this country saw nothing but pessimism. As soon as we elected the Speaker, he gave optimism to Kenyans. We should, therefore, acknowledge that particular fact. Since then, the Speaker has guided us well. asked the Minister for Roads:- (a) whether he is aware that Giakanja-Mukarara-Ihithe Road (D434), which leads to Gathuthi Tea Factory and other agricultural areas, is in a deplorable state; and (b) whether he could state when the road, which joins Tetu and Kinangop at Ndunyu Njeru, will be tarmacked.
