Temporary Deputy Speaker for giving me an opportunity to contribute to this Motion on consideration of the Senate Amendments to the Division of Revenue Bill, 2017. I am saddened at this time because the Senate has done exactly the opposite of what it is expected to do. During the first year of the devolved system, most Senators were very active.   • 23 Mar 2017 in National Assembly: (MCAs) teeth to bit. As we speak, this is the last term of our Parliament and county assemblies. It is unethical that there is nobody looking at the governors’ expenditure as we end this term. I thank Parliament for capping the use of money by governors in the last three months towards elections. As at now, there is nobody supervising the expenditure of most governors.   • 23 Mar 2017 in National Assembly: As I conclude, it was a shocking experience to find my governor and Senator taking the CS for Education, Science and Education to a site where the university is to be built. According to me, there are very many major problems they should focus on. I have come from my constituency and all the feeder roads there are impassable. People are crying because of misuse of funds. I would also like to commend my friend Sara Korere for bringing this Petition on that road because those are roads that I have used many times. I am very sure that the road has very serious problems that need to be fixed. Equally, as we look at that road and as many of the speakers have said, there are so many other roads that are affected by the same problem. As I second this Motion, as the Departmental Committee on Lands, we have handled a lot of petitions on issues of land irregularity. This Report was tabled on 24th November 2015. It has been the agony of this Committee to have this Report and others touching on corrupt matters involving land to be tabled, debated and adopted by this House so that we can feel that we are doing our work effectively as far as the issue at hand is concerned.   • 1 Dec 2016 in National Assembly: we got into matters that were not related to the specific issue, the chairman of the NLC readily availed documents. As a Committee, we feel that this issue should be taken very seriously. These recommendations should be adopted so that this matter can be resolved. This is an eye opener. It is very sad that as an oversight Committee, we have so many reports that still need to be acted upon. We have given recommendations, indicating the people to be prosecuted or investigated further.
