Mr. Deputy Speaker, Sir, the answer is quite exciting, in that, Kenya is losing Kshs2.3 billion annually to Uganda for reasons which have been given by the Assistant Minister, such as less waiting period to join university; aggressive marketing by Ugandan institutions; prestige and pride of studying in a foreign country and; fear of university strikes in Kenya. It is a shame for us, that we cannot provide education for our people because of the time that they take while waiting to join public universities. Thank you, Mr. Deputy Speaker, Sir. For quite some time now, we have been promised that Mombasa and Nairobi polytechnics will be upgraded into universities. I am also aware that the public has requested the Government to upgrade other training institutions like Kabianga Farmers Training Centre and Lessos Farmers Training Centre into universities. We are now being told that they are being upgraded, when shall this be done?

On a point of order, Mr. Temporary Deputy Speaker. The Member is continuing to mislead this House. Could he specifically answer your question. Which section of the Constitution is he referring to? If he does not know or there is none, he should withdraw and apologise.

Mr. Speaker, Sir, first of all, I want to apologise because the Departmental Committee on Agriculture, Lands and Natural Resources has brought its Report today. This was not intentional. There were various reasons that caused the Committee not to report. That includes the Inter-Parliamentary Union (IPU) conference. The consultations between the Mover and the Ministry took a lot of time. We needed adequate consultations because the Ministry was keen to have the Bill moved in the House in a proper manner acceptable to them and, indeed, also acceptable to Mover. Thank you, Mr. Speaker, Sir. When cotton farming failed to be expanded in this country, it occasioned a lot of losses in terms of factories collapsing and loss of employment. Many people who were employed in those factories became jobless and there was collapse of farms that were growing the crop. There was also loss of welfare to the families in various regions of this country. That has denied the Exchequer the much needed foreign exchange by way of exportation of what used to be our textile. In the recent drought, we lost many animals in northern Kenya, Kajiado, Samburu and other places. What plans does the Minister have to assist farmers to re-stock their animals in those areas?

Mr. Temporary Deputy Chairman, I would like to seek a clarification on Clause 2(a). It defines indecent act, which may mean any wilful act which causes: Direct or indirect contact between the genital organs of a person or in case of a female, her breast and buttocks or any other part of the body, with that of another person, including any part of the body of an animal. Supposing I am involved in a graceful dance and there is contact? What will happen?
