  • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to believe also that it was a deliberate move to exclude road signs and road markings on that same road. The road signs are very few and they are not in places where you actually need them. For example, as you approach Chemosit Bridge, there are no signs to indicate to you that you are approaching a bridge, which, as it is today, looks precarious. Was it also a deliberate move to exclude road signs and markings on that road? view
  • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the explanation being given by the Assistant Minister on the word "anonymous" is very inadequate. Clause 13 of the Bill says:- "Subject to this Act, no person shall compel another to undergo an HIV test." Whether this is being done under anonymous conditions or not, a person has to give authority for a test to be done. We will end up with many cases in court if we do that, for example, in the case of an institution in Kericho which is doing exactly the same. view

It cannot be assumed that the owner of the blood cannot be known.   • 5 Dec 2006 in National Assembly: Mr. Speaker, Sir, that answer is so short and vague that it does not convey to me the information that I was expecting from the Assistant Minister. Last year, this House was requested by the Ministry of Co-operative Development and Marketing to approve a loan of Kshs2 billion to KFA for purposes of revitalisation. This House approved the same. Could the Assistant Minister tell us, after this House used its time to approve the loan, why has the revitalisation not been implemented? What has stopped the Ministry from utilising whatever was approved by this House? view

However, I think many Kenyans are aware of this. Mr. Speaker, Sir, could the Assistant Minister assure the House, assuming that he is now aware, that the assets of the KFA shall not pass from the organisation to individuals without his knowledge? This is because we are aware that certain individuals, including former employees, are eyeing some of those assets. view

Last weekend, I visited the area and found trees being cut down right in the middle of the forest. Last year, this House enacted a law on preservation of forests, but it has not been operationalised. When will the Government operationalise the Forest Act to save our environment? view
