I want to start by saying that the whole essence why the Supplementary Estimates are brought here is to seek approval of Parliament. Assistant Minister has admitted that he is aware that Kenyans lost a lot of money through the so-called "pyramid schemes". The basic meaning of the word "bank" is that, it is an institution that collects and lends money to the public. These institutions have been operating in this country. I rise again to seek a further clarification on the ruling that you have just made on the matter of how we should associate or coalesce to get recognition as an Opposition.
