  • 13 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has admitted that in areas of north-west Kenya; that is, Pokot and Turkana, the Government prefers to carry out operations. Quite a number of them have been done over the past few years. Could the Assistant Minister 3476 PARLIAMENTARY DEBATES November 13, 2008 confirm that the Government is working on long-term solutions to have serious security infrastructure on the ground instead of resorting to operations which is a case of management by crisis? If we manage our security operators through management by crisis, then we are more or less operating like a militia. ... view
  • 13 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to ask the Minister what steps she has taken in a place like Mt. Elgon, because the first allocation of Kshs10,000 more or less went to crooks who were enlisted by Assistant Chiefs? What steps has the Minister taken to ensure that the remaining money goes to the rightful people? view
  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first and foremost, I wish to apologise for coming late. I had to pass through the office and was held up by my constituents. view
  • 12 Nov 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) what steps he was taking to bring to an end cattle-rustling and other activities that promote insecurity, given the high rate of insecurity in different parts of the country, particularly in Mt. Elgon, Trans Nzoia and other parts of north-west region; and, (b) what steps the Government will take to reduce poverty which is a major contributor to the state of insecurity in the said areas. view

  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, it is very unfortunate that we are laughing over a very serious matter. What I would like the Assistant Minister to state clearly is: This matter came up in 2005. There was a peace accord involving the two clans and this year, there was a flare-up. From that time up to this year, what serious security infrastructure was put on the ground by the Government to check, for instance, the external militia from Ethiopia and Somalia? Secondly, what was the intelligence of this country doing? Where was it? If the chiefs were aiding foreign militia, they ... view
  • 23 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, thank you very much for giving me this opportunity to contribute to this very important Motion. First of all, may I take this opportunity to thank Mr. Konchella for bringing this Motion to the House. The issue of insecurity is getting out of hand in this country. For the second time, Parliament has adjourned to discuss the security situation in the country, which is very worrisome. I must mention that, while the Minister of State for Provincial Administration and Internal Security is doing a lot of good work, there is a serious problem related to the ... view
  • 23 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I do understand them. We should not be reduced to a talking show in this country. Every now and then, whenever there is a problem, we adjourn the business of the House to discuss the security problem, and shortly after showing a lot of concern that we are going to address issues, nothing happens. After some killings, like what is happening in Mandera currently--- Is it because that area is far-flung, and there is no media attention and so nobody is bothered about it? If the police, who are mandated by law to take charge of ... view
  • 14 Oct 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. There is no doubt that local authorities in this country are playing a pivotal role in terms of developing this great country. The Deputy Prime Minister and Minister for Local Government has gone at length to give those key areas, on which he has put his focus, particularly in this financial year. Madam Temporary Deputy Speaker, one critical aspect we need to emphasise on is that of local government reforms. If you look at it critically, you will realise that those who are elected to run local authorities are more or less reduced into ... view
  • 8 Oct 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) what procedure is followed when removing police officer(s) from the force on prejudicial grounds; and, (b) whether he could explain what led to the removal of police constables Bernard Kioko Kisoloki (F/No.53760), Daniel Chiwai Mwatata (F/No.88562) and Cpl. Pius Wilson Siyah (F/No.59181), and whether he could clarify whether the right procedure was followed. view
