  • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I wish to state that the Assistant Minister has given a very unsatisfactory answer because, for one, he has not given the procedure as per the Question. What he has done is to give generalities but he has not been very specific. Secondly, he should tell us that the concerned officers were of clean record. They never received any warning, they had never been disciplined before for the entire period of 18 to 21 years of service. So, could he come out very clearly instead of evading the Question? view
  • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, now that the Assistant Minister has admitted very clearly that there was a delay, and given the rushed manner in which the Commissioner of Police went ahead to dismiss the police officers against the procedure - that is because the notice of one month as required under Cap 20 Paragraph 33(4) of Force Standing Orders was not adhered to--- More or less, that explains the reason why insecurity is on the rise in this country. That is because the more you churn out security officers with decent records who have never involved themselves in heinous activities, ... view
  • 8 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, now that the Appeals Board has not been constituted, could he tell us when that will be done so that the officers concerned can appear and present their case so that, finally, justice can be seen to be done? view

ADOPTION OF REPORT ON COMMITTEE'S VISIT TO NAIVASHA/MOLO/ ELDORET TOWNS view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I wish to give notice of the following Motion:- THAT, this House adopts the report of the Committee during its visit to Naivasha, Molo and Eldoret from 2nd to 4th July, 2008 to assess the security situation in these areas, laid on the Table of the House, on 7th August, 2008. view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Motion. All these marginal areas of northern Kenya have been experiencing this problem for over 50 years. The previous administrations have more or less made it to appear that security is meant for certain people in certan areas. If you look at the way security structures are placed in this country, you will find that the farming areas have more than adequate security. If you look at the pastoral areas, you will find that the Government has done absolutely nothing. If I remember very vividly, this morning, the Minister concerned with ... view
  • 8 May 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. In view of what is happening in Mt. Elgon, a military operation that has taken over two months now, I stand to request for a Ministerial Statement from the Minister of State for Defence. The exercise began with some kind of local support. However, right now, it is turning into a nightmare for the community. In the statement, I would like the Minister to come out very clearly on the following issues: the number of lives lost so far, and the kind of collateral damage on family-support infrastructure such as stores and ... view
