  • 10 Oct 2017 in National Assembly: Clause 6 seeks to amend Section 39 of the Elections Act. It is purely to bring to reality the point that technology can fail. It is a real possibility out there bearing in mind that we rely on third parties to render those services. Technology can fail and where it fails, we can go manual. I think that is why the lady from Tetu said that the election was manual. We need a manual delivery of the results such that we are able to tally and make a decision especially where there is inconsistency. view
  • 10 Oct 2017 in National Assembly: The last one is about enhancement of the penalty clause. Every Kenyan must know that elections are paramount. Elections must be held, and so if you bungle, or misbehave, or misconduct, or act recklessly, you will be punished. view
  • 10 Oct 2017 in National Assembly: With those remarks, I second the Report and the amendments. view
  • 27 Sep 2017 in National Assembly: Thank you, Hon. Deputy Speaker. It has taken quite a bit of time for your gadget to capture me, but I am grateful. First and foremost, I congratulate you for being appointed to sit in the Speaker’s Panel. We heard many accolades this morning regarding your credentials and the reason we believe we have the best team. Congratulations also for being re-elected by the people of Kibwezi East. I am a new Member of Parliament and, therefore, some of these processes are new to us. Be that as it may, I now go to the Motion that is before the ... view
  • 26 Sep 2017 in National Assembly: Thank you, Hon. Speaker. It is good that this afternoon we are debating this very serious matter under the Motion for Adjournment. It is all about what is happening in the country. It is also important to let the country know what those in the minority are contemplating because we believe there are certain straws they are clinging on so that at the end of the day they challenge the election that we are going to hold on 26th October 2017. First and foremost, there have been pronouncements from the NASA Coalition that in accordance with the law there will ... view
  • 26 Sep 2017 in National Assembly: The term of the current President ends after another President is elected and sworn in. Until that happens the term of the current President subsists and this is very clear in Article 142 of the Constitution. There is another straw which we believe the NASA Coalition is trying to cling onto just in case there is an election on 26th October 2017. We have read the signs. The first one is to cause violent demonstrations. Once that happens, there will be reliance on Article 81 of the Constitution that the election was not conducted in accordance with the provisions of ... view
  • 13 Sep 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I am the Member for Tharaka Constituency. I thank God this afternoon for giving us this opportunity to have the debate on the President’s Address. Congratulations to Hon. Deputy Speaker for being elected to that office. I thank the people of Tharaka for electing me to be their MP for the first time. It was difficult, especially coming from one of the oldest party in Kenya – the Democratic Party (DP) – and being alone. In view of the fact that I am part of the Jubilee fraternity, I got the worth. The electronic version ... view
  • 13 Sep 2017 in National Assembly: Thanks to the people of Tharaka. I promise to serve them unreservedly. I hope they will be agreeable to give me another chance to serve them again next time. On the Address by His Excellency the President, leading to exposition of public policy regarding our country, my submission is that his Speech was visionary. It was by a leader who exhibited the highest degree of statesmanship, and for that we congratulate our President and wish him very well in the presidential elections of 17th October. I will pick two issues which in my view deserve mention. First, he implored on ... view
