I rise to support the amendment Bill, which essentially seeks to amend the Copyrights Act, 2001, which Act had repealed the previous Copyrights Act which was possibly a dead-letter law. The reason I say so, it is during the existence of that Copyrights Act when there was lots and lots of piracy in the country and when Kenya possibly lost most of its intellectual property. Two, we have reviewed an old Act which was not very useful to replace it with a newer Act of 2001. Finally, we have come to realisation that even the 2001 Act is not sufficient for our purposes. In my support, I must state that Kenya has never had a mining policy in spite of having a few statutes that govern our mining laws. I believe that some of these are statutes that we inherited, possibly from the colonial government. Kenya, Meru, Tharaka Nithi and Embu are experiencing heavy rainfall and those rivers are now overflowing. In fact, I am told that this morning most parts of the Lower Tharaka were flooded because of these rivers that are overflowing.
