  • 14 Feb 2018 in National Assembly: Mr. Simon Chelugui has expertise in water and sanitation, while Hon. Ukur Yatani’s CV has been ranked one of the best, having risen from the rank of District Officer to Governor with a stint in Parliament and now being proposed for a Cabinet post. It has been reported that Mr. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 14 Feb 2018 in National Assembly: Rashid Echesa Muhamed is a vibrant youth who will take care of sports and heritage in the country. It has been alleged that he does not have academic qualifications but my view is that we have no academic qualifications required for one to be a Cabinet Secretary. One must exhibit the expertise, diligence and commitment towards service. Finally, there are many counties that have possibly missed out in these positions. We know for sure that there are only 22 positions, and the counties are 47. That notwithstanding, there are many other positions. We are of the view that these should ... view

  • 14 Feb 2018 in National Assembly: I rise to second the Motion. It is a crucial Motion that touches on both the Executive and Parliament. The Motion seeks to have the time limited by the statute, that ends today extended by 14 days to enable the Chief Executive of the country to deliver to Parliament the names of the appointees to be vetted and approved. It has been brought to the House pursuant to the provisions of Article 66(1) of the Constitution. It is important to point out that in order to bring our Constitution into effect, this House has from time to time passed laws that are provided for in the Constitution so that there is meaning in whatever each Article provides. It is for that purpose that Article 66(2) of the Constitution provides that this House will legislate relevant laws ... view
  • 13 Dec 2017 in National Assembly: It is also important to note that the Bill brings together the national and county governments so that the two can work in consultation through a consultative forum. The planning that is to take place under the guidance of the national Government is coordinated with what the county governments are also planning. In essence, it means urban areas which mostly would be under the control of the national Government would have plans that would tally with what the rural areas under the county governments have. It is also important to note that it provides for a way of executing the ... view
  • 7 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady, I support the proposed new Standing Order due to the fact that it deals with national cohesion and equal opportunity, a very important aspect of what we, as the Legislature, is supposed to do. We need a Committee that will at all times ensure that the principle of national cohesion is upheld, and that there is equal opportunity to everyone in this country such that none of the regions feels marginalised. It is a very important Committee. Therefore, I support its formation. The electronic version of the Official Hansard Report is for information purposesonly. ... view
