A majority of them pass away and we have to take them back in caskets. The question we ask is: Where did this rain start beating us? This started as soon as we stopped making KNH a referral hospital. I rise to support this Bill and make some observations, which are quite different from what has been given by previous proponents and opposers. This Bill seeks to establish a metropolitan area which covers Nairobi County and four other counties that neighbour Nairobi. The object of the Bill is to ensure that there is an integral and sustainable public transport system that enables the county of Nairobi and its environs to be served well in terms of transport.   • 14 Mar 2018 in National Assembly: Hon. Speaker, I beg to second the Motion. The Committee, having considered the National Construction Authority (Amendment) (NCA) Regulations, is of the opinion that those regulations have not been made intra vires the statute which is the Statutory Instruments Act. There was no public participation, and if any, it is said to have been very limited. There are other observations contained in the Report which make it almost mandatory for this Committee to recommend to this House that those regulations be allowed. I beg to second. view

I rise to second the Special Motion that the three proposed appointees be approved for appointment to serve in the Judicial Service Commission. As it has been outlined in the Report, these three nominees underwent extensive and intensive vetting as a result of which the Committee was satisfied that they do have the necessary qualifications to serve in the Judicial Service Commission. The Committee took the nominees through the vetting process whereby their academic qualifications were scrutinised and found to be satisfactory. First and foremost, I thank the Chairman of the Committee for being resilient enough to stay in the House and listen to what Members have to say in contribution and furtherance of the aims and objects of the Bill. Complaints are rampant that contractors are getting roads that, possibly, would take one year to construct but you find that three or four years down the line, a contractor is still on the road and the work that is being done cannot be said to be of standard.
