28 Oct 2015 in Senate:
Mr. Speaker, Sir, I rise to express my disappointment on this particular matter. The entire country agrees with me that this is a grave matter; a matter involving the life of a Kenyan. I do not think this Committee is giving this matter the seriousness that it deserves. In your ruling, you ordered that this Statement be issued last week. The Cabinet Secretary, Health, had said that they only needed one week to investigate the matter. It is now two weeks. We buried the young man on Saturday in a very emotional ceremony in Vihiga. Those of you who followed ...

Mr. Speaker, Sir, I can see that Sen. Keter is in a hurry to get my brother out of this House. First, I thank you for the opportunity and also Sen. Keter for allowing me to second this Motion. I rise to second and strongly support the formation of this Committee. Secondly, I support the membership that has been proposed on this Committee. Looking at the list, it is a proper mix. If it is in regard to Statement (e) on our appendix, I have not received it. However, I would be uncomfortable to listen to it for the first time on the Floor of the House. I would rather be given an opportunity to go through it before it is delivered.

Thank you very much, Mr. Speaker, Sir. Allow me to join you in welcoming the distinguished delegations from Vihiga and Kilifi County assemblies. I am proud to be the representative of the distinguished County of Vihiga in this House. I want to thank you, on behalf of Vihiga Assembly, for coming up with the programme to provide capacity building to our county assemblies. I assure you that Vihiga County Assembly has taken full advantage of the programme you introduced. This is the third delegation that is visiting us on this particular mission. Mr. Speaker, Sir, we first received the House ...

27 Oct 2015 in Senate:
Mr. Speaker, Sir, I am taken aback when the Chairperson says that the Statement has not reached her. It is on record that this Statement was requested about three months ago. Is she in order? I requested for this Statement in June.

27 Oct 2015 in Senate:
Mr. Speaker, Sir, after we sent the second reminder to the Cabinet Secretary (CS) for Lands, Housing and Urban Development, we received a Statement which I got just an hour ago. Sen. Kembi-Gitura had asked five substantive questions in the Statement. However, question one and two are not properly answered. It is unsatisfactory. I do not want to deliver this kind of answer to the House. The answer is a bit rude, particularly to this House. In the first question, the Senator wanted---
