13 Oct 2015 in Senate:
Mr. Speaker, Sir, I rise to respond to a statement that was sought by Sen. (Prof.) Lonyangapuo. One, he wanted me to state whether the Ministry of Environment and Natural Resources is aware of the destruction of indigenous trees for charcoal burning in the North Rift particularly along Kerio River in Kolowa Ward neighbouring Tot in Marakwet and Chesegon in West Pokot which is being facilitated by senior national and county Government officials. The response to this particular question is that the Ministry of Environment and Natural Resources and Regional Development Authorities is aware that there is charcoal burning taking ...

13 Oct 2015 in Senate:
Mr. Speaker, Sir, you will definitely agree with me that the issue raised by Sen. Wetangula is a substantive matter and, therefore, cannot be supplementary to this particular question. The distinguished Senator for Bungoma, my elder brother, should put that question and we will get him answers from the Ministry because it is not related to this at all. Similarly, Mr. Speaker, Sir, Sen. Musila made very serious allegation – particularly for those of us who are concerned about conservation of our forests and environment – regarding charcoal burning in his area. 13 Oct 2015 in Senate:
Mr. Speaker, Sir, I am guided by your ruling, but I will still stand my ground. However, you will agree with me that the biggest hindrance is the Jubilee Government. When he asked me if the Forest Department---

Mr. Speaker, Sir, in response to his question, I do not think that the resources devolved are commensurate to the responsibilities that have been given to these county governments.

13 Oct 2015 in Senate:
Thank you, Mr. Speaker, Sir. The questioner, Sen. (Prof.) Lonyangapuo, had three issues. First, he said that I had not tabled the full list of the people who have been got burning charcoal illegally. In his question, he did not ask for the list but I was magnanimous enough to give him a sample of the list of people who have been arrested to show that the Forest Department is taking action but he did not ask for a full list. If he does, I am sure the Cabinet Secretary is willing to give the full list of those who ...

7 Oct 2015 in Senate:
Mr. Speaker, Sir, I want to plead that you re-state the sentiments you made that are normally very useful to the Chair in bringing some information. What Sen. (Dr.) Machage said is the exact opposite of what you had made in your ruling. He alleged that if Sen. Kiraitu Murungi’s Motion is passed, it will be a recipe for county boundaries conflict. That is not what you said. Having said that, I do fully respect your ruling. The Motion will come here and we will do justice to it. Some of us will definitely shoot it down because I believe ...
