Yes, Mr. Deputy Speaker, Sir. I have realised that the distinguished Senator is requesting you to summon the CS. I just want to bring to the attention of the distinguished Senator the provisions of Article 125(1) and (2)(a) and (b). We have established a tradition that whenever there is a request for a statement, the committee writes to the relevant CS. If he or she does not respond, we normally do a reminder. Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No.45(2)(b) to seek a statement from the Chairperson of the Standing Committee on Education regarding the delayed payment of teachers’ salaries for the month of September, 2015. In the statement, the Chairperson should explain the following:- (1) Why the Government, through the Teachers Service Commission (TSC), has ignored the Labour Court ruling of 25th September, 2015, that directed teachers’ unions to call off the strike and in return the Government to pay the teachers who were on strike their September salaries. Mr. Speaker, Sir, my good friend, Sen. Kembi-Gitura will agree that we responded to the substantive Statement that he had sought. There was a subsequent request that he made, if I may recollect. Following that, we wrote a letter dated 5thAugust, 2015 to the Cabinet Secretary (CS), Prof. Judy Wakhungu, on the same matter. Up to now, we have not received any response. I have a copy of the letter and I can table it for the House to peruse but we will definitely make a follow-up. However, I think we responded to the substantive Statement.

The Cabinet Secretary (CS) is on record saying that within a week from Sunday when he was on the interview, they will have done investigations. Mr. Speaker, Sir, I know that there is a Statement that he sought from us way back in June and it has not been delivered. However, it is not in the Order Paper but when it comes, I will respond to it and say what action has been taken. However, this Statement was requested barely three weeks ago. Some Statements take months for Chairpersons to report here ---

Mr. Speaker, Sir, indeed, my clerk has made frantic efforts to make phone calls to the Cabinet Secretary (CS) but I was only alluding to the evidence that I can table here. At least, I have a letter that was written on 29th September, 2015. If we do not get response besides the telephone calls, we will remind him, which I shall also have in my file.
