  • 21 May 2015 in Senate: Thank you once again, Madam Temporary Speaker. I rise pursuant to Standing Order No.45(2)(b) to seek a Statement from the Chairperson of the Standing Committee on Labour and Social Welfare regarding the new National Hospital Insurance Fund (NHIF) rates. In the Statement, the Chairperson should:- (1) explain the efforts by the NHIF management to educate the public on the benefits of the new enhanced contributions; (2) explain the process of ensuring proper implementation of the new contributions; (3) explain the process of claiming benefits; and, (4) explain how the NHIF management plans to improve healthcare provision in the country, given ... view

  • 20 May 2015 in Senate: Mr. Speaker Sir, this is the most absurd and unfortunate answer that this House has been treated to. As much as we do not want to look like we are giving in to the terrorists and losing the war against terror, let me tell the Chairman that nobody will believe this Government with their assurances to these students that they are safe if they go back to this particular college. Amongst the measures the Chairman has given that the Government is taking, is that the County government has promised to set up a police post in the college. We all ... view
  • 20 May 2015 in Senate: Mr. Speaker, Sir, listening to the Petition from the honourable Members of Kiambu County Assembly and looking at the trend that the Governors have taken in spending the monies that we sent to them, it is becoming apparent that devolution may not benefit Kenyans as it was envisaged in the Constitution. That is very sad. We know that devolution was the biggest achievement that the people of Kenya gained in the new Constitution of Kenya (2010). We send money to the counties expecting that our people at the grassroots will get medicine in their hospitals, water supply and good roads. ... view

  • 13 May 2015 in Senate: Mr. Speaker, Sir, thank you for giving me this opportunity to say one or two things. Let me begin by thanking, Sen. Karaba, for presenting this Petition on behalf of his people in Kirinyaga. I echo the words of the wiseman seated behind me, the Senator for Migori, that matters to do with boundaries and land are very sensitive. As we handle these issues, we must be very careful. You will remember that at the beginning of this particular Senate, when we were just sworn in, I was one of the first people to draft a Motion. I brought a ... view

  • 6 May 2015 in Senate: Mr. Speaker, Sir, although the Statement is directed to my Committee, there are so many aspects of the Statement that the hon. Senator has sought that do not fall under my Committee. There are issues of garbage disposal and collection and health that fall under different Committees. I do not know what you will direct in this particular case because most of the issues actually do not fall under my Committee. view
  • 6 May 2015 in Senate: Thank you, Mr. Speaker, Sir. I stand guided. Since there are some aspects that we may require to get information from other departments, I will ask for three weeks. view
  • 5 May 2015 in Senate: On a point of order, Mr. Speaker, Sir. I believe you heard the Chairman say that the answer is ready. The Statement is listed to be delivered today and Order Papers come well in advance. For those of us who are digital, we get access to them much earlier before the sitting. Is it in order for the Chairman to take the time of The electronic version of the Senate Hansard Report is for information purposes only.
