  • 29 Apr 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. The Senate Deputy Minority Leader rose under Standing Order No.94 which says:- “A Senator shall be responsible for the accuracy of any facts that the Senator alleges to be true and may be required to substantiate any such facts instantly.” If I may recall, while Sen. (Dr.) Khalwale was on the Floor, he was challenged about the same issues that the Senate Deputy Minority Leader raised and I think that he made a promise to come to the House and substantiate the issues that he had raised. Will I be in ... view
  • 28 Apr 2015 in Senate: On a point of order, Mr. Speaker, Sir. You will agree with me that my colleague, the Senator for Kakamega is pre-empting the statement that we expect from the Chairman. Is he in order to suggest that disciplinary action should be taken against one Manoah Esipisu for misleading the President even before we get the statement from the Chairperson? view
  • 9 Apr 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I join you in thanking the Committee for the good job done within the specified time. However, I want to propose to my colleagues that the business on the Order Paper today is the Division of Revenue Bill, which we have been seized of for the last three or four days. The report of the Committee can be treated like an amendment to whatever business that we are discussing. Therefore, it does not warrant us to break for 30 minutes. We can go through the Report as the Mover moves the ... view
  • 1 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, let me join my colleagues in thanking Sen. Mbura for bringing to the fore this very important issue. The first and foremost responsibility of any Government is to the security of its citizens within and even outside the borders. This issue has been going on for many years. I have listened to so many questions in Parliament regarding this issue, but the Government seems to have given a deaf ear to this. I want to urge the Committee that will deal with this matter, to expedite it. What the Petition is asking is very simple; that ... view
  • 1 Apr 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Is the distinguished Senator in order to insinuate that violation of Chapter Six of the Constitution is a misdemeanor? That is a very serious crime. view
  • 1 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, I am not rising to challenge your decision. But listening to Sen. (Prof.) Lesan and the issues he raised about the County Government of Bomet, I think these are things that fall under the purview of the County Public Accounts and Investments Committee (CPAIC). I think the Petition should have been directed to this Committee. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 1 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, it is unfortunate that I am the one to begin on the ruling of ten minutes. Thank you for the opportunity to make my remarks on the exposition of public policy contained in the Presidential address to Parliament. From the outset, I want to state that normally, I do not agree with President Uhuru on very many things: I do not support the Jubilee policies, I do not support the whole manner in which the Jubilee administration is running the affairs of this country. I do not subscribe to that kind of administration. However, if there ... view
  • 1 Apr 2015 in Senate: Mr. Temporary Speaker, Sir, I know there are people who have accused the President of not following the right procedure. However, there must be a beginning to the fight against corruption. Let us all support him even if he is starting on the wrong note. We should support him and correct the process as we move along. I agree that the President is starting on a wrong note. Mr. Temporary Speaker, Sir, the Mover of this Motion, the Senate Majority Leader, quoted Article 254 of the Constitution. Article 254(1) states: “As soon as practicable after the end of each financial ... view

  • 1 Apr 2015 in Senate: Mr. Temporary Speaker, Sir, he should be telling us what value he is adding to what hon. Kibaki’s administration did. Otherwise, the supply of electricity was a Kibaki administration project. Infrastructural development, there is--- view
