  • 16 Jul 2014 in National Assembly: Mr. Speaker, Sir, he is advantaged in that he comes from a part of the world where that name originates. I am rising on a point of order to seek your guidance on whether Sen. Wetangula was in order to raise the point of order that he raised, that he wants you to give a directive. The best of my understanding is that the provisions for introducing a Bill in this House are explicitly provided for in Standing Order No.116 all the way to Standing Order No.120. These Orders give provisions on how a Bill should be processed in this ... view
  • 15 Jul 2014 in Senate: On a point of information, Mr. Speaker, Sir. I would like to inform the distinguished Senator that the regulations are there. He says that we must come up with regulations. The problem is the regulator, the CBK, which is not enforcing the regulations that have been put in place. A good example is the Joe Donde Bill that Sen. Murungi referred to view

  • 2 Jul 2014 in Senate: On a point of order, Mr. Speaker, Sir. Sen. Haji raised a very important matter with regard to Part XVIII of our Standing Orders. That is about order in the Senate, the whole House and Committees. You were on your feet and my leader here, the Senate Minority Leader, Sen. Wetangula stood up on a point of order despite the new gadgets that we have. The excuse that he gave was that he thought you would not see your board while standing. Standing Order No.105 is very clear on this matter. That is the Standing Order that my leader here ... view

  • 18 Jun 2014 in Senate: Mr. Speaker, Sir, I want to thank Sen. (Dr.) Zani for the Statement. You will agree with me that the cost of taking children even to public schools has skyrocketed and education is now not accessible to the poor. I know of public schools in my county that have a fees structure of 80,000 and above per year. These are public schools where we expect the Government to subsidize. I am not happy with the intervention the Ministry has taken telling us that they have issued circulars. I do not think that, that is good enough because these circulars are ... view
