  • 21 May 2013 in Senate: Mr. Deputy Speaker, Sir, thank you for the opportunity. I want to concur with the speakers who have spoken earlier in saying that this is a very important Bill. It is going to ultimately determine the survival of our counties and their governments in this particular financial year. Mr. Deputy Speaker, Sir, the county governments have very limited avenues of raising resources. Therefore, the bulk of the funding of the county governments comes from the national Budget. I want to believe that it is for this reason that the Senate was created; to ensure that these county governments get their ... view
  • 21 May 2013 in Senate: Mr. Deputy Speaker, Sir, Indeed, I want to confirm to you that the figure that I am mentioning is contained in the Bill that came from the National Assembly. In fact, it is not Kshs80 billion but Kshs83.5 billion. A whopping Kshs83.5 billion! With regard to the point of order raised by Sen. Haji, you will agree with me, it is a point of argument. I am expressing my opinion that for the national government with this kind of budget, it is incumbent upon the NIS to ensure that Kenyans get value for their money. We cannot be budgeting Kshs83.5 ... view
  • 14 May 2013 in Senate: Thank you very much, Mr. Speaker, Sir, and thank you, Professor, for allowing me to second your amendment. But just before that, I want to take this opportunity to thank and congratulate Sen. Orengo for bringing the original Motion. This is a very, very good Motion; it is very important and I want to assure Sen. Orengo that if he had not brought this Motion now, in the next two or three weeks, I was coming up with a similar Motion. Therefore, I want to thank you and congratulate you for that. Mr. Speaker, Sir, the Motion as moved by ... view
  • 8 May 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir, for according me this opportunity. Let me at the very outset join my colleagues who have spoken earlier in sending my deepest condolences to the families affected by this spate of violence. I want to thank the Mover of this Motion, Sen. Wetangula, for bringing this important Motion. I also want to thank the Senate Majority Leader for seconding the Motion. I am so elated by the unity that was displayed by the two leaders. When it comes to important national matters, we have to put our partisan interests aside and deal ... view
  • 24 Apr 2013 in Senate: Mr. Deputy Speaker, Sir, thank you for allowing me this opportunity to make my remarks on the Presidential Address during the Official Opening of the first session of the Eleventh Parliament. Mr. Deputy Speaker, Sir, from the onset let me take this opportunity, like my colleagues who have spoken earlier to thank the people of Vihiga County for giving me an opportunity to serve them as their first Senator under the new Constitution. It is a big privilege and honour. Just like I promised them during the campaigns, I reiterate again from the Floor of the Senate, that I will ... view

  • 23 Apr 2013 in Senate: On a point of order on procedure, Mr. Speaker, Sir. I want to seek your guidance and advice on this. To the best of my understanding, this is the first Motion and Sen. Wetangula is making his Maiden Speech. Our Standing Orders do not allow a Senator to be interrupted at all when making his or her Maiden Speech. Therefore, are the Senators rising on points of order in order to interrupt Sen. Wetangula when he is making his Maiden Speech? view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, I rise to seek your indulgence to move an amendment at this stage. As you said, being the first day, we are all in the learning process. Moreover, we have just received the Order Papers as we walked in here. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. My amendment follows the point of order that you ruled out, that was raised by Sen. (Eng). Muriuki. I want to amend this Motion so that we delete the last three words in the Motion, which are, “shall adjourn without question put.” Mr. Speaker, Sir, speaking from experience from the National Assembly, I know of cases where the Executive, at some stage, just chose to send Members of Parliament home on recess, for reasons well known to them. They would come up with Motions of Adjournment. If the Senators are not given an opportunity to ... view
  • 17 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity to contribute to this important Motion on the Rules and Business Committee. Mr. Speaker, Sir, before I contribute to this Motion, I have one observation to make. It was the practise in the National Assembly that when hon. Members stood to contribute - I know it is your prerogative to decide who speaks on the Floor of this House - but priority has always been given to the senior hon. members of the House. After you had made your ruling on the points of orders, I noticed that several of ... view
