  • 1 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, this House is guided by the Standing Orders and the precedents of rulings that have been made before. I stand here to inform the House that sometimes back, hon. Martha Karua, myself and other Members of Parliament were involved in an accident and I had some damage to my eyes and the doctor recommended that I put on shades. When I walked with those shades in the House, the Speaker who was in the Chair then, hon. Kaparo, ruled me out of order until I had to produce evidence from the doctor that it was a ... view
  • 24 Feb 2011 in National Assembly: Mr. Speaker, Sir, I wish to fully agree with hon. Eng. Gumbo that the issue of land use around the park will be very vital, if we expect to attract foreign investors. That is why we have put up the measures that I have enumerated. I also want to thank the hon. Member for the suggestions that he is bringing, because this is not in finality. We are ready to take into consideration the suggestion that he brings, so that we can come up with some policies in co-operation with other Ministries. So, thank you very much for that advise ... view
  • 24 Feb 2011 in National Assembly: Mr. Speaker, Sir, that issue has not arisen yet. We will cross the bridge when we get there. At the Ministry level, we are not aware of this. It has just been brought to our knowledge. We have indicated that we are very concerned about the land use around the park. I have enumerated the measures that we are putting in place. However, the issue of compensation that Dr. Kones is raising, we will address it when we get there. view
  • 24 Feb 2011 in National Assembly: Mr. Speaker, Sir, we have about Kshs100 million set aside both for the perimeter fence and the other infrastructure we are developing in the park such as access roads. These works are in progress. We expect to complete it the next couple of months. view
  • 24 Feb 2011 in National Assembly: Mr. Speaker, Sir, so far the committee has not been set up, but we realize that the development of this park goes beyond the mandate of my Ministry. We will endeavour to ensure that all those who are supposed to provide services; the Ministry of Water and Irrigation and the Ministry of Roads are involved. Therefore, we want to buy the brilliant idea that Eng. Gumbo has suggested of forming an inter-Ministerial committee. view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. view
  • 16 Feb 2011 in National Assembly: (a) My Ministry is not able to establish under what circumstances the relatives of United States of America (USA) President were taken to South Africa to act a movie on the said President. Private producers are not bound by any legal framework to do movies production in the country, even if those productions are about Kenya. view
  • 16 Feb 2011 in National Assembly: (b) Private movie producers choose movie locations based on various considerations, and, as stated above, they are not obliged to act a movie in any particular location. The Ministry is unable to establish whether the above mentioned movie was, indeed, produced and if it was, the reasons why it was acted in South Africa as alleged. view
  • 16 Feb 2011 in National Assembly: (c)The Kenyan Government recognizes the importance of the film industry and the potential the sector possesses. To this end, the Government has done the following:- (i) established the Kenya Filming Commission through Legal Notice No.10 of 2005; (ii) formulated the National Filming Policy, which is awaiting approval; (iii) zero-rated VAT taxable goods and services to local film producers; (iv) one hundred per cent investment reduction on capital expenditure incurred by a filming producer on purchase of any filming equipment; (v) exemption of Import Duty on all four-wheel drive vehicles, especially those designed for tourism purposes, where such purposes include filming; ... view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I regret that the hon. Member did not find my answer to parts “a” and “b” to be very kind. However, that is the situation as it is. Mr. Deputy Speaker, Sir, as regards the South African experience as he has narrated to us, I want to believe that probably they have a legal framework to enforce that. What we are lacking, as a Ministry or a regulator, of this particular industry is a legal framework. That is why very soon we are going to bring proposals to amend the Kenya Film Commission Act, so that ... view
