As we attempted to get appropriate answers to the Question, we realized that it was touching on matters of taxes. Member that there is some squabbling between the Minister for Information and Communications and the Permanent Secretary. I have clearly stated the reasons why I think my Ministry is not competent enough to answer this Question. For the hon.
