Namwamba indicated to us that the Report is ready save for the fact that they want to go and do vetting. That is the reason he gave. Mr. Speaker, Sir, I have gone through your ruling when you were assigning these Committees this responsibility. Mr. Speaker, Sir, I rise not to answer this Question, but to seek your advice and ruling. This Question was forwarded to my Ministry the day before yesterday. As we attempted to get appropriate answers to the Question, we realized that it was touching on matters of taxes. We are all aware that matters pertaining to taxes and revenue are handled by the Kenya Revenue Authority (KRA) which is a parastatal under the Ministry of Finance and not my Ministry. Mr. Speaker, Sir, I want to vehemently deny the allegations that have been made by the hon. Member that there is some squabbling between the Minister for Information and Communications and the Permanent Secretary. I have clearly stated the reasons why I think my Ministry is not competent enough to answer this Question. For the hon. Member to allege that there are some squabbles in my Ministry is misleading and so he must be made to withdraw and apologize.

Mr. Temporary Deputy Speaker, Sir, I must apologise that I am not privy to what the hon. Member has just claimed. However, I will pick it now and ensure that we issue this statement by Thursday. He says my colleague, hon. Poghisio, had given an undertaking that the statement would be issued yesterday. Unfortunately, hon. Poghisio is out of the country on official duty and is due back on Sunday. I undertake to make this statement tomorrow afternoon.
