I do not have much time but I just want to take this opportunity, first of all, to congratulate the Minister, Mr. Nyachae, for his eloquence and the manner in which he is steering this Ministry. I want to state that I have a lot of respect for the Minister of State for Administration and National Security, Mr. Michuki. Looking at his track record and particularly so, when he was in the Ministry of Transport, he became a household name in streamlining the matatu industry. But I want to tell them emphatically that the reason why they will lose in the coming General Election is because they have failed to provide security to Kenyans. The most important responsibility of any Government is to protect the lives and property of its citizens. I want to say that I have my suspicion that since this is one of the Ministries that we do not scrutinise here, these billions of shillings that have been allocated to this Ministry is the money that is going to be used to bribe Kenyans to vote for this Government come December, 2007. Mr. Deputy Speaker, Sir, I am very surprised with the answer given by the Assistant Minister. Shaviringa Location is the largest location in the district, if not the province. Yesterday, I talked with the Assistant Minister and he knows the statistics of this particular location. He knows that it is more than qualified to be sub-divided. Shaviringa Location is almost the size of Sabatia Constituency which is in the same district represented by the Minister, Mr. Akaranga.
