  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member is avoiding to answer the question. The question was very clear. What was the criteria used to allocate these amounts of money? view
  • 19 Jul 2006 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for according me the opportunity to make my contribution to this very important Vote. At the very outset, let me take this opportunity to congratulate the very able Minister for the way he moved his Vote. When NARC took over power in 2002, one of the greatest expectations of Kenyans was that the road network and infrastructure in general in this country was going to improve tremendously. During the campaigns, we made so many promises to Kenyans and we raised their expectations. We said: " Yote yawezekana! " When we took ... view
  • 5 Jul 2006 in National Assembly: asked the Minister for Health:- (a) whether she is aware that Hamisi, Seremi, Banje, Shiru, Tigoi and Likindu 1846 PARLIAMENTARY DEBATES July 5, 2005 health centres do not have an ambulance to transport referral patients; and, (b) when an ambulance will be made available to the health centres in the area. view
  • 5 Jul 2006 in National Assembly: Thank you very much, Mr. Speaker, Sir. I confess that I am very dissatisfied with the answer given by the Assistant Minister. He has told us that there is an ambulance in Vihiga District that can be used by those health centres. Some of those health centres are 60 kilometres away from the district hospital. The ambulance at the district hospital is old and cannot cover the entire district. Could the Assistant Minister consider allocating us one ambulance to serve in the constituency because we do not have one? view
  • 5 Jul 2006 in National Assembly: Mr. Speaker, Sir, it appears to me that there is a lot of favouritism and discrimination when it comes to the allocation of ambulances. Could the Assistant Minister tell us the criteria he uses to distribute the ambulances? view
  • 27 Jun 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this 1618 PARLIAMENTARY DEBATES June 27, 2006 opportunity to make my remarks on the Budget Speech. At the very outset, let me join my colleagues, who have spoken earlier, in congratulating the Minister for Finance for his eloquence when presenting the Budget Speech to this House. I also want to agree with earlier speakers that the Budget Speech was very flowery and had a lot of promises to Kenyans. My worry here is one: Has this Government now learned how to keep promises? This is a Government that never says ... view
  • 27 Jun 2006 in National Assembly: It is a very good idea, but as many hon. Members have said, our concern is what criteria will be used in distributing the money among Kenyans. Mr. Deputy Speaker, Sir, we want the Minister to ensure that this money is distributed fairly to all constituencies in this country. That way, the money will benefit Kenyans across the board. This financial year the Minister only provided Kshs1 billion in the Budget. I wish to encourage him to provide more than that next time. If you divide Kshs1 billion amongst the 210 constituencies it works out to a mere Kshs4.7 million ... view
  • 27 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, there is nothing for me to substantiate. I have served in Government and it is common knowledge. For your information, it is not just one Minister who is allocated many vehicles. In fact, several Ministers have more than five vehicles allocated to them. However, we are now happy that the Minister has come up with a proposal of reducing the number of vehicles allocated to Ministers to one. He also suggested that they should now be paid transport allowance. We hope that the Government will take that proposal seriously and implement it so that it does ... view
