Could he, please, give an undertaking that as soon as we prove to him that the facilities are complete, he will deploy personnel and supply equipment to those facilities? view

In part "b" of his answer, he has said that it is the responsibility of the District Roads Committee to upgrade this particular road to bitumen standards. I want to inform him that under the able chairmanship of hon. Marende, who can bear me witness, we sat in 2005, deliberated on this issue and we recommended to the Ministry that this road should be upgraded. I was in this Ministry and know that the policy is that those who buy sugar from the factory have to pay for the sugar before they collect it.
