  • 25 Apr 2007 in National Assembly: asked the Minister for Health when she will equip and send personnel to Jepkoyai and Kaptech health facilities which were constructed using Constituency Development Fund and completed this year. view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am a bit disappointed with the answer from my good friend, Dr. Machage, who I thought, having visited this particular area, would look at this request a little bit more favourably. Nevertheless, this particular problem is not confined to Hamisi Constituency. I know that many hon. Members, through CDF, have put up health facilities and are all waiting for the Ministry to send staff and equipment to these particular facilities. Mr. Deputy Speaker, Sir, personally, through CDF, we are putting up six health facilities, out of which three are ready. Only one of the health ... view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister, in his answer, said that the Ministry has no immediate plans to equip and post personnel to these particular health centres because they are incomplete. Could he, please, give an undertaking that as soon as we prove to him that the facilities are complete, he will deploy personnel and supply equipment to those facilities? view
  • 18 Apr 2007 in National Assembly: asked the Minister for Roads and Public Works:- (a) whether he is aware that Majengo-Hamisi-Shamakhokho Road is an important link in the economy of Hamisi Constituency; and, (b) when the road will be upgraded to bitumen standards. view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Minister for his answer. In part "b" of his answer, he has said that it is the responsibility of the District Roads Committee to upgrade this particular road to bitumen standards. I want to inform him that under the able chairmanship of hon. Marende, who can bear me witness, we sat in 2005, deliberated on this issue and we recommended to the Ministry that this road should be upgraded. I made a follow-up personally and I had a meeting with the then Minister and his Permanent Secretary and they assured me ... view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I have no further questions, but I am happy that the Minister has accepted that this particular road is an important link for my people. I want to give him the assurance that I will furnish him with the relevant documents that he has requested for. I hope that when I do that, this road will be given priority. view
  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Minister has just informed the House that the factory is owed money from sugar sales of over Kshs76 million. I was in this Ministry and know that the policy is that those who buy sugar from the factory have to pay for the sugar before they collect it. Does that mean that the factory gives sugar on credit? 548 PARLIAMENTARY DEBATES April 11, 2007 view
  • 3 Apr 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make my remarks on the Presidential Speech. Allow me to join those who have spoken earlier in congratulating the President for the very well prepared and elaborate Speech that he delivered to this House during the Official Opening. Good as the Speech was, in my opinion, I think it was misplaced. The President himself has in the past accused the Opposition of behaving as if elections are coming tomorrow. I think he has fallen into the same trap. He behaved as if elections are coming ... view
  • 3 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there is nothing to substantiate here. I am telling you what we hear on the streets. I am just quoting to you, verbatim, what I heard on the streets. I know he is just trying to derail me. The issue of tribalism was raised in this House, and I am happy that the Standard view
