  • 5 Aug 2021 in Senate: know that the biggest gain in Constitution 2010 was the Bill of Rights and we do not want to interfere or tamper with Chapter 4 of our Constitution. I thank you. view
  • 21 Jul 2021 in Senate: On a point of order, Madam Deputy Speaker. Last week, I rose pursuant to the provisions of our Standing Order No.47(1) to raise a matter that I thought was of national importance, although it affects Vihiga County; and that was the suspension of the implementation of Vihiga County Budget for the Financial Year 2021/2022. view
  • 21 Jul 2021 in Senate: After very long deliberations on the Floor of this House, our Speaker, directed that two committees; The Committee on Finance, Commerce and Budget, chaired by Sen. Kibiru and the Committee on Devolution chaired by Sen. M. Kajwang’, should immediately on Monday 19th, July, 2021, visit Vihiga County, to investigate this matter and report back to the House. view
  • 21 Jul 2021 in Senate: I stayed in Vihiga, after having been there for the weekend until Monday to wait for the committees and all that was in vain. The Committees did not show up. I eventually read some communication that the governor had written to the Clerk requesting that the visit be pushed from Monday to Friday. The Speaker’s directive cannot be in vain. Directives made from the Chair must always be taken seriously and be implemented. I want to hear from the Chairs of the two committees, if they are here present, to tell us, one, why they did not visit Vihiga as ... view

  • 21 Jul 2021 in Senate: making arrangements for hiring choppers for the committees to visit Vihiga. The next time I spoke to the Chairman was this morning asking him exactly what happened. So, what Sen. Murkomen is saying is not true. The Chair did not consult me on postponement of the meeting. What I saw is a soft copy of the letter from the governor requesting that the meeting be pushed to Friday. I think that is the only thing I saw. view
  • 15 Jul 2021 in Senate: Mr. Speaker, Sir, thank you, for giving me this opportunity to make this Statement. I rise pursuant to provisions of our Standing Orders, in particular Standing Order No. 47(1) to make a Statement on a matter of national concern, that is, the suspension of implementation of Vihiga County Budget for the Financial Year, 2021/2022. Notwithstanding the fact that the matter is actively in court, I am compelled to make this Statement on the understanding that the residents of Vihiga County expect a voice on this matter from their Senator and the Senate as the guardian of devolution in Kenya. Additionally, ... view

  • 15 Jul 2021 in Senate: After the approval above, the documents are then to be submitted by the CECM for Finance to the County Assembly for deliberation and final passage. Allegations that these documents were never tabled and approved by the CEC or provision of evidence to confirm tabling of the same before being submitted to the County Assembly is the root cause of the suspension of the County Budget. It is very suspect that a county executive that has been in office for the past four budget cycles can blatantly fail to follow the laid down procedures in the budget-making process. The centrality of ... view
