20 Nov 2019 in Senate:
It should resign. In fact, if we lose on this matter, it will be a good ground for an impeachment and a vote of no confidence in this Government. It should sail through, regardless of where we sit in both the National Assembly and the Senate. A Government that will cede an inch of our territory has no business being in power. We must stand up, as a Parliament, to say that it is not possible. We will reject this vehemently. In fact, I support the proposal that this matter should not be referred to any specific Committee. Let the ...

Mr. Temporary Speaker, Sir, thank you for your indulgence. Pursuant to the provisions of Standing Order No.48(1), I rise to seek a Statement from the Chairperson of the Standing Committee on Lands, Environment and Natural Resources concerning the inability to manage and mitigate natural disasters in the country. Mr. Temporary Speaker, Sir, in the Statement, the Chairperson should explain- (1) Why Kenyans across the country are still experiencing adverse negative effects of floods and drought caused by normal and predictable weather conditions. 6 Nov 2019 in Senate:
Mr. Speaker, Sir, allow me to join you and the House at large in welcoming the great delegation from the County Assembly of Vihiga. The members of the Public Accounts and Investments Committee of Vihiga County Assembly are in town because the Governor for Vihiga County was appearing before our County Public Accounts and Investment Committee (CPAIC). They came as friends of the Committee to witness what was happening today. We spent the whole day with them and I want to remind them that they are our first line of defence when it comes to oversight matters. We are partners ...

6 Nov 2019 in Senate:
to ensure that devolution works. We have to ensure that monies that we send from here benefit the people in the counties as it is supposed to be. I want to hail them for the good job that they are doing because the Chairperson of CPAIC, Sen. M. Kajwang’, told us that it is only Vihiga County Assembly that has interrogated, debated and adopted the Auditor General’s Report for the Financial Year 2013/2014. They have also looked at the Auditor General’s Report for the financial years 2014/2015 and 2015/2016. I want to thank them for the good job they are ...

24 Oct 2019 in Senate:
Thank you, Mr. Speaker, Sir, for the opportunity. I rise to support the Statement requested by my friend, Sen. Wambua. Let me begin by conveying my condolences to the families that have lost their loved ones due to the ravaging floods which the country is experiencing now. Mr. Speaker, Sir, the Government Spokesman has issued a statement today just confirming that up to now---

24 Oct 2019 in Senate:
Mr. Speaker, Sir, 29 people have lost their lives due to the ravaging flash floods that the country is experiencing. The state of preparedness by the Government is very wanting. The irony of all this is that during the dry season, the people in Kitui die of drought and lack of water. Then when it rains, they die from floods. Where is the Government in all this? Mr. Speaker, Sir, we urge the Government to be proactive in these matters, and prepare for these disasters, because they are expected. This happens year-in, year-out and, therefore, we must be prepared. We ...

23 Oct 2019 in Senate:
Mr. Speaker, Sir, last week on Tuesday, 15th October, 2019, I stood under the provision of Standing Order No.47 (1) and sought a Statement with regard to the people who were evicted in Chepturo Village in Nandi County. The Deputy Speaker was in the Chair. In his wisdom, because the Statement was cross-cutting different departments, the Speaker nominated the Committee on Lands, Environment and Natural Resources and the Committee on Justice, Legal Affairs and Human Rights to handle the Statement. This morning, we tried to have the first meeting so that we delve into this matter but we were unable ...
