  • 8 Oct 2019 in Senate: Another recommendation is to remove tea from the Agriculture and Food Authority (AFA) and have a board created in its place. There is also need to have a strong policy and institutional framework to govern the tea industry since it is a major foreign exchange earner; provide elite clones of tea to smallholder farmers and the Government should assist them in uprooting and replacing the old bushes so that the farmers have the new variety. view

Mr. Speaker, Sir, such incidences distort the intention of devolution.
