Mr. Deputy Speaker Sir, I just wanted to bring to your attention that in our Order Paper today, under the Order ‘Statements’, under Standing Order No. 48 (1), there is a list of them from “a” to “f”, listed in some order. We expected that you would call them in that order because I think all the Hon. Senators are here. Thank you.

Thank you, Mr. Deputy Speaker, Sir, I rise, pursuant to Standing Order 48(1), to seek a Statement from the Chairperson of the Standing Committee on Health concerning Kenya’s healthcare system, particularly with regard to cancer treatment. (b) explain why it takes six months to a year for persons diagnosed with breast cancer to start receiving treatment, thus increasing the mortality rate; (c) explain why cancer treatment and medication in Kenya is four times more expensive than it is in India, thus causing Kenyans to seek treatment abroad; and, (d) state what measures the Government is taking to ensure that healthcare, particularly cancer treatment, becomes available and affordable in the country. Mr. Deputy Speaker, Sir, if you allow me, I can proceed because I had two Statements.

It is not a place for them to exercise their physical strength. Mr. Deputy Speaker, Sir, for devolution to succeed, we must ensure that we have vibrant county assemblies that will help the Senate to ensure that ...

17 Sep 2019 in Senate:
On a point of order, Mr. Speaker, Sir. We are belabouring the point yet we want to make progress. The Members are very clear. Three or four cardinal things have come out clearly. First and foremost, the President has assented to the Division of Revenue Bill and it is the opinion of this House that the Bill that was assented to is not the product of the mediation that we agreed on. Whatever was assented to today is not a product of the mediation that we agreed on as the Senate and the National Assembly. Secondly, a question has been ...

My point of order is that you made a Communication from the National Assembly. Members have expressed themselves here and I think we must take a decision on this matter as a House. We cannot continue debating and repeating ourselves. So, my point of order is that we must make progress because we might make this point in so many words as Sen. Cheruiyot has said until we lose---
