  • 26 Sep 2018 in Senate: Thank you, Mr. Speaker, Sir. view
  • 25 Sep 2018 in Senate: Mr. Speaker, Sir, I want to thank you for the opportunity. I join you and my colleagues who have spoken before me to thanking the leadership of Uasin Gishu County for hosting us and the preparations that they have put in place to make sure that we have a successful sitting outside Nairobi. I also want to join my colleagues in thanking the residents of Uasin Gishu County for the hospitality, the love and warmth they have shown to the Senate of the Republic of Kenya. For those who had doubts about devolution, this is a clear demonstration that devolution ... view

  • 25 Sep 2018 in Senate: Mr. Speaker, Sir, I rise on a point of order pursuant to Standing Order No.229 (h). The Petition was very clear. In our rules, the petitioner must have prayers. Is the Senator for Kakamega, honestly, in order to hijack a very genuine Petition that is genuinely before this House to be addressed, to include other issues that are not represented in the prayers of the Petition? Those are new prayers he is putting forth while the prayers of the Petition are very specific. view
  • 18 Sep 2018 in Senate: Mr. Deputy Speaker, Sir, I thank you for the opportunity so that I can make very brief sentiments on this particular report. Let me begin by hailing the Chairman of the Committee on Finance and Budget, Sen. (Eng.) Mahamud, for the very good report on the schedule for the disbursement of funds to our counties, and Sen. Wetangula indeed alluded to it. Mr. Deputy Speaker, Sir, about three months ago, I made a very emotional statement in this House with regard to the issue of the delayed disbursement of funds to our counties. I was very passionate about that topic. ... view

  • 13 Sep 2018 in Senate: Madam Temporary Speaker, I just want to inform the Senate Majority Leader that following the Statement that I made in the previous Parliament, I have since come up with a Bill called the County Law Enforcement and Compliance Bill. It has been published and it will be coming to the Floor of this House very soon. view
  • 12 Sep 2018 in Senate: Indeed, Madam Temporary Speaker, I am rising on both, but I do not know which one you are granting me. Do I start with the point of order? view
  • 12 Sep 2018 in Senate: Yes, Madam Temporary Speaker. Initially, I had sought the Floor so that I could have joined you in welcoming the distinguished delegations from various counties. However, I am equally concerned, just like the Senate Majority Leader. Initially I thought the female Senators were turning the House into some kind of cult. However, I heard some explanations which bring in another aspect. This amounts to discrimination. If there was a protest, then we should also be involved and also be given those white turbans so that we can protest together. Why are they discriminating against the male members of the Senate? view
  • 12 Sep 2018 in Senate: I will be very brief, Madam Temporary Speaker. I want to join you and the Senate Majority Leader in welcoming the distinguished delegations of staff from various county assemblies around the Republic. I also want to note that as I have always said here, devolution is one very important thing that Kenyans achieved in the last change of the Constitution that we had in 2010. For devolution to succeed, it will take the county assemblies and the Senate working together. The county assemblies are our first line of defence when it comes to oversight of the funds that we send ... view
