Mr. Temporary Speaker, Sir, I do not know why the Senator for Kiambu wants to derail me. Chinua Achebe, in his book Things fall apart, says that ‘when old bones are mentioned in a proverb it is the old woman who gets uneasy.’ The Senator challenging me represents one of those counties which have received 60 per cent of the allocation. Mr. Temporary Speaker, Sir, I would like to get these answers from the Chairperson of the Committee on Finance and Budget. I want to know why there is that disparity. Secondly, we are running into the last quarter of the year and only 43 per cent of what is supposed to be disbursed has been disbursed. So, I am wondering; if in the last three quarters they have only disbursed 43 per cent, will they be able to disburse the remaining 57 per cent in the last quarter? Mr. Deputy Speaker, Sir, I rise to protest in the strongest terms possible. The core responsibility of this Senate is to protect the interests of county governments that we represent. I want to urge the Chairperson to take a little bit more seriously matters raised in this House. I remember in the previous dispensation, Ministers used to give business of the House precedence. Mr. Deputy Speaker, Sir, I appreciate your ruling. It is not about me being patient; it is about the counties. Up to now, counties have not received any penny in terms of development funds for 2017/2018 Financial Year. How do we expect the counties to operate without resources? All they are getting is money for Recurrent Expenditure. It is not about me being patient; it is about how long we can keep these counties without resources.

Thank you, Mr. Speaker, Sir. You can see that there is a deliberate attempt to derail us from interrogating the very shoddy answer brought by the Senate Majority Whip. We want to plead with you that this is a Statement that is rightfully on the Floor of this House. You approved it and we deserve to get answers to the questions and the supplementary questions that we are raising.
