There are people who feel that the county assemblies should be approving plans. They hinge that debate on Article 185(4) of the Constitution. If counties are going to do physical planning, who is going to develop a policy upon which that physical planning is going to take place? It is a reasonable Bill, and as a member of the Departmental Committee on Lands we are going through it clause by clause. We are also inviting Members to pay close attention. Henry Rotich, the CS National Treasury, came to Bunge and gave a list of Ministries that received the money and up to now, there is no direct infrastructural project he has mentioned that has been funded by the EURO Bond.
