  • 28 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, I want to support the amendment as proposed by the Chairman. We have seen boards in this country where people connive and convene meetings through e-mails and pass things. Increasing the mandatory number of people to form the quorum would make the management of the Board more transparent. view
  • 16 Apr 2015 in National Assembly: Thank you very much, hon. Deputy Speaker. I stand to support the Motion as amended. I would like to say that before the amendment, I was not comfortable supporting this Motion, but if the ancestral lands acquired compulsorily for purposes of setting up these factories are protected, I will be very much willing to support the Motion to privatise the factories. That means that whoever comes in to own the factories will keep them running for the purpose of assisting the farmers who grow sugar- cane in those areas. The sugar industry has been bedeviled by a lot of problems. ... view
  • 16 Apr 2015 in National Assembly: coming from our borders with Somalia; we know of the illegal sugar being dumped into our market from COMESA region. I would like to make it known that the Government must step in and help farmers who grow sugar-cane in this country. Public factories which manufacture sugar are suffering from huge debts, and I will very much oppose any process to hand over these factories the way they are to the counties, as proposed by my brother hon. Dalmas Otieno. This is because the balance sheets of these factories are so bad that the debts the counties will inherit, if ... view
  • 15 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill. As you are aware, this is a constitutional Bill. Our Constitution requires it to be enacted within a period of time. As is indicated in the Memorandum, this Bill is pursuant to Article 47 of the Constitution. If you look at Article 47(3) of the Constitution, you will appreciate that Parliament is required to enact legislation to give effect to the rights in Clause 1. That legislation shall do two things: Provide for the review of administrative The electronic version of the Official Hansard Report is for information ... view

Hon. Temporary Deputy Speaker, so many of my colleagues have spoken very eloquently on the provisions of the Bill. What I would like to add is that we should expand the clauses to achieve the aspirations of Kenyans in all spheres at the Third Reading so that this Bill, when it is finally enacted, can change the way business is done in ... view
  • 15 Apr 2015 in National Assembly: corporations, some of which are subjects of reports in this House restricting their tendering. The companies they ask to participate in their tendering are companies which do not even have the capacity when you compare them with yours. So, in such a case, will it not be possible for you to interpret that action on whether it was fair or not? In the Third Reading, I will urge my fellow colleagues that we look at this law properly and expand it in a way that manages to achieve the objectives that it was supposed to achieve. With those remarks, I ... view
  • 18 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. My colleagues have highlighted the qualifications of Major General (Rtd) Tumbo and I will not pretend that I have gone to school with him like others. I will not pretend I have worked with him like one of our colleagues. I have not met him. My able colleagues in the Departmental Committee for Defence and Foreign Relations have interviewed him and have recommended to us that we approve. So, I approve and I support the Motion. I only want to give what I would call the terms of reference from the people of Rangwe ... view
  • 18 Mar 2015 in National Assembly: entrepreneurs in Kenya. We expect the new ambassador, Major General (Rtd) Tumbo to ensure that Somalia as a market negotiates with the Government to ensure a stable market for Kenyans to do business. Within six months - I want to say this categorically - we expect the new ambassador to recommend to the national security committee and defence council measures to, first and foremost, close the border between Kenya and Somalia. We expect zero illegal entry of aliens from Somalia to Kenya. If we cannot do it with conventional means, we expect the new ambassador to recommend that we man ... view
  • 18 Mar 2015 in National Assembly: We should not continue hosting refugees in Kenya while we have a presence in Somalia. I also expect that the Major-General will evaluate the situation of our Defence Forces in Somalia and recommend very strongly that we cease to be under (AMISOM) in Somalia and maintain our independent command which enabled us to achieve much more than what we achieved since we joined AMISOM. I can see the Chairman of the Departmental Committee on Defence and Foreign Relations nodding that I am correct in this. I support. view
