The letter and spirit of this Constitution says that the Commission shall recruit and appoint persons to hold or act in offices in the service, confirm appointments and determine promotions--- How do you see the board carrying out the functions being given in the new Section 21 in light of these express provisions of the Constitution? view

Deleting it will mean that there is no need of introducing new Clause 53A. Look at the parent Act, all the subsections of Section 53 are enumerated in the proposed new Section 53A. The purpose of exempting external loans and external guarantees is to ensure that they are treated afresh in the new law.
