Hon. Temporary Deputy Speaker, thank you very much. I rise to oppose the creation of another superfluous body to do exactly nothing. If you look at this Bill, I only see a body being created and how it is supposed to use and account for money. I also see a council being created to run the body. Thank you, hon. Chairlady. I belong to the Committee on Environment and Natural Resources and we discussed these three dams seriously. The amount of money allocated to those dams; Kshs400 million, Kshs300 million and another Kshs300 million are the bare minimum that can do anything in those dams. These are billion shillings dams.
