I am a happy man because since I came to this House to legislate, I have been legislating Bills from different Committees for the past many months. I have not seen a Bill from any of my Committees. I am in two Committees – the Departmental Committee on Lands and the Departmental Committee on Environment and Natural Resources.   • 20 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I am looking at the Motions which are supposed to come after the main business; that is Motion on Order Nos.9, 10 and 11, and I am inclined to support this Procedural Motion because I would not want to be in the House that merely urges the Government. We have Bills here that we need to transact and my personal opinion is that we support this Motion; we clear the Bills and we make sure we are ready to go to recess having achieved something for this House. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I would like to support the amendment by hon. Jakoyo Midiwo with a further amendment. If we insist that the person with disability must be female, then we have a problem. We had earlier said that it is a position we can use to balance the membership of the committees and meet the condition on Regulation 15(4). If we cannot use it that way, then we do not need to have it. Therefore, I propose that we delete the words “a female” and adopt the amendment as it is. view

Temporary Deputy Chairman, having gone through all the amendments up to now Section 18(1)(d) of the regulations now becomes untenable because it is talking of institutions and groups that we have since erased in all our regulations. Hon. Temporary Deputy Speaker, I propose that we delete Regulation 18(1)(d) completely from the Regulations. view
  • 14 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I recognize that this Bill is in its Second Reading and there are opportunities ahead to amend many clauses. Looking at the Bill generally, I am inclined to support the Bill despite the few flaws here and there that we will have an opportunity here in the House to deal with conclusively when the Bill comes for Committee of the whole House. This Bill is a constitutional requirement pursuant to Article 34 and this House needs to pass it and send it to the President. view
  • 14 Nov 2013 in National Assembly: The media is a very important component of our governance structure. Indeed, it is called the Fourth Estate. The media helps us communicate with the people who elect us and the people we serve in the positions that we hold. It helps the Government to communicate to the people. All the decisions that we make in this House are communicated to members of the public through the media. In a way, the media and leadership and governance must work together for governance to be effective. view

I think this Bill helps us create a mechanism through with the freedom of the media will be regulated by themselves in a manner that they do not go rogue. Media can build and media can also destroy. We know how the media was used in certain countries. It fuelled situations that those countries did not desire.   • 14 Nov 2013 in National Assembly: selected, I do not think the Cabinet Secretary would have made a very big mistake to disable the Media Council. So, the mechanism put in the Bill for selecting the six members of the Council and chairperson, to me, are sufficient. If members have certain technicalities that need to be addressed then the Committee of the whole House will have an opportunity to deal with that.
