  • 12 Nov 2013 in National Assembly: Hon. Leader of Majority Party promised me that the Joint Committee on National Cohesion and Equal Opportunity was going to be set up. We are nearing the end of the year and in a few weeks, Parliament will be on recess. I do not know when this Committee will be formed and when the answer will be brought to this House. We are going to recruit police officers again and my question was on the ethnic composition of the National Police Service. If this House does not come early, I do not know how it is going to control how ... view
  • 29 Oct 2013 in National Assembly: Hon. Speaker, Sir, pursuant to Standing Order No.44(2)(c), I hereby request for a Statement from the Chairperson of the Departmental Committee on Education, Research and Technology regarding the conduct of the Higher Education Loans Board (HELB) and the Kenya National Examinations Council. Very many pupils below the age of 14 years who registered for the 2013 Kenya Certificate of Primary Education (KCPE) have been barred by the KNEC from sitting the national examinations. On the other hand, the HELB has been frustrating students applying for loans. Applicants are required to apply online through a server address which is constantly congested ... view
  • 29 Oct 2013 in National Assembly: (iv) what measures are being taken to ensure that all students who apply and qualify for the HELB loans are awarded the said loan. view
  • 29 Oct 2013 in National Assembly: Hon. Speaker, three weeks is okay as long as the KCPE will not take place before the Committee is done with this process. view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Chairlady. I agree with the Chairman of the Committee because my fears have already been taken care of by his amendment. So, I agree to withdraw my amendment but before I do so, I would like to say that when an hon. Member proposes an amendment to a Bill that is to be discussed by a Committee, it is important for the Committee to invite the Member as they discuss such amendments. I say so because my earlier amendments to Clauses 3 and 4 were dropped even before I was given a chance to explain their import. ... view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Chairlady. A Kenya Revenue Authority (KRA) Commissioner can come and secure your property for four days and then he fails to get the warrant. On the fifth day, he lets you free. On the sixth day, he is back and closes it for four days. Is there any mechanism we can use through this amendment to cure this? My amendment required the Commissioner to have a warrant. If you reasonably suspect somebody, why do you not just go and get a warrant before you go and tell him you suspect him? Go and approach the person with ... view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Chairlady. view
  • 18 Sep 2013 in National Assembly: Sorry, hon. Temporary Deputy Speaker. I want to propose an amendment. I have consulted with the Mover of the Motion and the very short amendment does not change the motive of the Motion. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 18 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, I would like to propose an amendment by adding at the end of the Motion “provided such death, injury or damage to crops or property does not occur within natural habitat of the wildlife or designated migratory corridors.” view
  • 18 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, the import of this is that I know very well what hon. Njuki would like to achieve by this Motion; what I am saying is that the people he wants to compensate are the people innocently living and carrying out their farming activities around the habitats of the wildlife. Those who go into the wildlife habitats should not seek compensation. You cannot walk into the park, get killed and get compensated. Hon. Temporary Deputy Speaker, that is what I want to clarify with this amendment and I would like to ask hon. Ottichilo to second the ... view
