I would like to state that this House and other arms of the State support devolution. No institution should pretend to be a champion of devolution; devolution concerns everybody. view

  • 6 Aug 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, in Homa Bay County before the NARC Government came in, we had never seen a project worth Kshs1 billion. Now we are happy because we are seeing Kshs5.7 billion going there, courtesy of this Bill. In four years to come, a minimum of Kshs80 billion will go to our region. So, we support devolution and it is one of the many things this Parliament is helping in. view
  • 6 Aug 2013 in National Assembly: Every time hon. A.B. Duale speaks, he says 32 per cent or 34.5 per cent of our resources have been devolved. That is the letter of the Constitution. The spirit of the Constitution is that 34 per cent of the sharable revenue for the current financial year should be devolved. I know that the law says that it is based on the last audited accounts; when we talk of devolving 34 per cent of the national revenue, everybody expects that we will be devolving 34 per cent of the sharable revenue for the current financial year.   • 6 Aug 2013 in National Assembly: I want to end by saying that I have already forwarded an amendment to the Constituencies Development Fund (CDF) Committee to the Constituencies Development Fund Act. Let me point out the fact that the Bill was sent to the Speaker over three months ago. If we are going to take three months to process little amendments, as a House, we are going to be impeded. The Speaker should ensure that his office supports Members of Parliament to play their legislative role effectively. view

Speaker, there is a problem in this country. We have two levels of Parliament and that has been agreed upon. One Parliament is busy going to so many retreats and workshops, invariably, in Mombasa. view
  • 31 Jul 2013 in National Assembly: Hon. Speaker, it appears to me that this is happening because they do not go to Mombasa or wherever to understand their role, really! They go there to swim and do other extraneous things. The levels of these Parliaments in terms of their roles are clearly defined. We have the role of the National Assembly in Article 95 and the role of the Senate in Article 96.   • 18 Jul 2013 in National Assembly: Hon. Speaker, Sir, the Committee is currently overloaded by a lot of requests. As you know, we have to do a good job and land is a sensitive issue. So, we will be looking at this issue within a maximum of three months. Three months will be sufficient. view
