  • 18 Jul 2013 in National Assembly: Hon. Speaker, Sir, I said a maximum of three months. The land will not move. It will still be there. So, we require a maximum of three months. If we finish in two months, it will be fine, but we will not go beyond three months. It requires looking at the past records at the Lands Registry and getting a lot of information. We cannot promise to take three weeks. We will take a maximum of three months and I am speaking for the Chairman. view

  • 18 Jul 2013 in National Assembly: Yes, it was the Committee on National Cohesion. I do not know whether the Committee has already been formed but the Majority Leader should tell us because he was the one who responded at that time. He said that they were going to form the Committee after two weeks and then it would issue the Statement after two weeks. Up to now, there is no Statement and there is no information on whether the Committee was formed or not. Could the Majority Leader tell us what is happening? view
  • 18 Jul 2013 in National Assembly: Hon. Speaker, Sir, the Leader of Majority Party should again talk about that issue on Sarah Serem because actually we are working. Hon. Speaker, Sir, the hon. Member appeared before the Committee. I am a member of the Committee and we invited various people; the former Permanent Secretary, Regional Development was before us and even the Managing Director (MD) who was suspended and other board members. We have a report which we have agreed on as a Committee and I hope it will soon be tabled before House. Thank you. view

That is three-quarters of the Cabinet Secretary’s job. We have a Cabinet Secretary for Agriculture and yet, we have an Authority that wants to control three-quarters of the functions that he is supposed to control.   • 16 Jul 2013 in National Assembly: Hon. Speaker, I oppose. There is neither need nor urgency on the Marriage Bill. People are getting married and they will continue getting married. This Bill will not make them get married in a better fashion. So, we can take our time and discuss this Bill and decide properly. With regard to campaign financing, the next general elections are four years away. We can take time with these Bills and study them well. I oppose. view
  • 3 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Even as I support this Motion to adopt the Report, I have misgivings on the performance of this Committee. We had three questions and the Committee decided to meet the Attorney-General, drew its observations from one meeting with him and decided to bring a Report to this House. view
  • 3 Jul 2013 in National Assembly: Hon. Otieno Mak’Onyango is alive and he is in the country. We did not see any contact between the Committee and him. We also do not see any contact between the Committee and the Cabinet Secretary who is supposed to make the payment. It, therefore, means that this question was supposed to be given to the Leader of Majority Party to go and ask the Attorney-General in order to bring an answer to the House instead of giving it to the Committee. view

The Committee did not make any effort to contact the ICC to hear from it whether it is being facilitated or not, and whether it feels that the country is co-operating or not. They met the Attorney-General and decided to make recommendations. view
  • 3 Jul 2013 in National Assembly: On the issue of the TSC, the Committee made no effort to meet that Commission. It also made no effort to meet the President to understand why he cannot get the two new names and send them to the National Assembly. There is also the selection panel. If this Committee was out to do a proper job, it should have gone to that selection panel and understood the intricacies around this appointment. The TSC is very important and we cannot just scratch the surface on a matter that is dire as the appointment of the TSC commissioners. view
