Member to bar a proposed amendment whose content is not known. If you remember, there is a Motion for Adjournment which I placed before the House under Standing Order No.33. In line with that Standing Order the substantive Speaker indicated that we were to proceed as from 5.30 p.m. It is already 5.30 p.m. now. When I stood before this House at 2.30 to move that we adjourn the business of the House so that we could discuss the issue of the teachers’ strike, the substantive Speaker in line with that Standing Order – I do not believe the Leader of Majority Party has read it – indicated that we begin that debate at 5.30 p.m. We are now past that time. view

For a long time in the history of this country we have never rewarded merit and for a very long time we have never saluted those Kenyans who are qualified in public service and who have showed necessary devotion to be able to lead our offices. The new Constitution gives us a good opportunity as a House just to restore the nation to that path. view

Members know, is a process anchored in the Constitution and the Vetting of Judges and Magistrates Act, passed in 2011. As a requirement under those laws, the Vetting Board must have in its membership three foreign persons. This is something that needed to be clarified because some hon.
