  • 19 Jun 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. Mine has been a long time of patience. Education is a right, particularly basic education. We also reckon view
  • 28 May 2013 in National Assembly: Thank you very much for the opportunity to second this important Motion. In doing so, I request the Members and the whole nation to be alive to the role of Parliament as defined by the Constitution in Article 94, particularly, Sub-articles (1), (2), (3), (4) and (5). Under (1), it says that:- “94 (1) The legislative authority of the Republic is derived from the people and, at the national level, is vested in and exercised by Parliament. view
  • 28 May 2013 in National Assembly: Hon. Deputy Speaker, I stand properly directed. I will leave the Commissions. There is a recommendation of the Committee that in helping the nation, we need to exercise, as a House, the powers vested by the Constitution under Article 95, view
  • 23 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, thank you for granting me the opportunity to speak to this Motion. Homa Bay Town Constituency sits on a bay and most hon. Members may not understand what a bay is. What it means is that it is a land partially entering a water body. So the main economic activity of the people of Homa Bay Town Constituency is, indeed, fishing. It is a source of food. It is a source of employment. It is a source of income. The fishing industry, as has been confirmed by other hon. Members, has forced its way to ... view
  • 16 May 2013 in National Assembly: Hon. Deputy Speaker, I beg to stand under Standing Order No.31 and I want to move that this House do now adjourn. I am doing this with a very heavy heart. The matter we are dealing with today is one regarding the constitution of the Committees of the House. I wish to inform the House that I am one of the hon. Members who actually gave notice to the Speaker two days ago that we adjourn in order to discuss this matter. There have been a lot of discussions in the House about this Motion. The situation we have particularly ... view
  • 16 May 2013 in National Assembly: Thank you hon. Deputy Speaker for giving me this opportunity to contribute. I believe on equality and I believe we are all brothers. The only challenge, and I want to put it to the Speakers’ Panel and the Clerk’s Office, is that enormous work of this country will be done through the committees. We have seen reports which come to this House without minutes. Can you embrace the initiative of making digital devices available so that we can be able to do every business digitally? That way, we do not miss minutes once the committees are through with their work? view
  • 14 May 2013 in National Assembly: Thank you hon. Deputy Speaker, for giving me the opportunity to contribute to this Motion. I beg to refer the House to the provisions of Article 130 and 131 of the Constitution. With the permission of the House, I wanted to take the House through Article 130 (2) and it reads as follow:- “The composition of the National Executive shall reflect the regional and ethnic diversity of the people of Kenya.” I beg to refer the House to Article 131 (2) on the duties imposed upon the President by the Constitution, particularly on Sub-Article (2) (c) It reads as follows:- ... view
  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, I am talking about ethnic composition of the Government and not the regional representation. I am talking about the ethnic composition of the Cabinet. May I proceed by saying the following: Our nominees are very qualified--- view
  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, I know there is no tribe like that, but I am talking about ethnic formations. We know what the Kalenjin nation is in common parlance out there. We know what Gema nation is outside Parliament and within Parliament. We know what North Eastern Somali tribe is. I am saying that you cannot have 14 nominees out of 19. view
  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, one cancer that is killing our nation is tribalism. This would be the first duty of any government that we are assembling, beginning with the last elections, to be most focused on. I was reading--- I am taking the House through Article 130. I would like to remind the House that what the President has done in proposing these nominees is actually an offence that could cause the removal of the President. But, I want to conclude by saying this: When we go to the Attorney-General’s Office, which is the Ministry of Justice and Constitutional Affairs, you ... view
