We must develop a tradition where when you say a provision of a Bill is unconstitutional, you can, without groping around, tell us which provision of the Constitution it violates and you leave it at that. Article 10(2) (c) of the Constitution says that the national values and principles of governance include good governance, integrity, transparency and accountability. What we are dealing with is a law relating to proceeds of crimes and money laundering. You are being told that lawyers are being discriminated against because they are not being enlisted alongside other professionals other than accountants. When people have proceeds of crime, like you remember police officers would reach a robbery scene but nothing could be recovered, they run with those monies to accountants and lawyers. The array of fundamental rights that we have are compared to only a few countries in the world. In fact, human rights are a national value and principle of governance under Article 10.
