The administration of justice, particularly in those courts being presided over by persons sitting as judges within this group, is so badly affected. I beg to move: THAT, the Bill be amended in Clause 22(1) by inserting the following paragraph immediately after paragraph (j)— (ja) ensure there is public participation on a project; This is just to add a clause, so that one of the duties of a contracting authority is to ensure that public participation is conducted on a project. Thank you, Hon. Temporary Deputy Chairman. I am just recognising what Hon. Makali is saying, which you have also alluded to. Somebody must have responsibility, so that if it is not done, there is a place you can go to. Like in this case, we are saying the contracting authority will have the responsibility to conduct public participation. Everybody will assume that the other person will conduct public participation and then it ends up not being done. That should be part of the clarity to Hon. Makali.

We also seek to amend the Bill in Clause 25 as follows: (b) in subsection (4) by deleting the word “periodically” and substituting therefore the words “bi-annually”. “Periodically” is not a period. Therefore, we have decided to say “bi-annually” to specify the period. I beg to move.

Thank you, Hon. Temporary Deputy Speaker. This is the happiest day of my life. The drug dealers in this country have only the assent of the President between them and the law. We have had cases where drug dealers easily pay the fine even if you put it at three times the value of the drugs they are caught with. Now, in addition to paying three times the value, they will be imprisoned for life. There will be peace now for our children around here. I am so pleased. I will say more at the Third Reading. I second.

Thank you, Hon. Temporary Deputy Chairman. The idea is that public collections will be licensed, whether online or physical. The idea is that we are introducing some form of authorization for them to happen so that the facility of public collections is not abused. Whether you will have a notice to gather people online or physically, you must get prior authority.
