  • 6 May 2021 in National Assembly: Hon. Speaker, the Constitution under Article 165 says thus: “The Inspector-General exercises independent command over the Service.” How does he exercise that command if he says: "Kaluma, we need your services in Mandera." At that time, Kaluma is working in Molongo! Kaluma then petitions the National Police Service Commission, and so, that service cannot be given to Kenyans and the matter stays for eternity. Hon. Speaker, this power of exercising disciplinary control on suspensions… Members listen to me. We went to some counties where some county commanders literally cried because they have made a decision to remove a member of ... view
  • 6 May 2021 in National Assembly: immediately they make an adverse decision for their safety. It is something the police have requested. Hon. Speaker, let me say something on the Salaries and Remunerations Commission. Which Member of Parliament has talked about remuneration and benefits of MPs in the history of this Parliament more than Hon. Oloo Aringo? When we send Hon. Oloo Aringo to the SRC, did we hear him again? He instead presided over the reduction of the status of this Parliament. In the last Parliament, Hon. Dalmas Otieno used to sit where Hon. Tong’i is seated now. There was no articulate Member on matters ... view

  • 28 Apr 2021 in National Assembly: Thank you, Hon. Speaker. I also stand on my behalf and that of my family, who Koinange visited many times both in Nairobi and at home, and on behalf of the people of Homa Bay Town, who I represent before this House, to condole the family and give them consolation. I first met Hon. Koinange in the last Parliament where we had a short stint with him in the Committee on Delegated Legislation. We then came together in this Parliament in which I was privileged by our party to serve with Hon. Koinange in the Departmental Committee on Administration and ... view
  • 28 Apr 2021 in National Assembly: Hon. Speaker, we were looking at ways of ending the female genital mutilation (FGM) and cattle rustling in the country. There are amendments he had directed my sub-committee to process along those lines. I would crave the accommodation of the leadership of the House through you when they come before you. Lastly was the Nyumba Kumi Initiative and it is a very painful thing that we have lost him. I remember when we left Garissa, he called me for a public rally in Ruaka, in his constituency, and I had been to his constituency severally. What a leader the people ... view
  • 28 Apr 2021 in National Assembly: Thank you, Hon. Speaker. Indeed, most of these questions are in the Committee Report. I have three questions that I am seeking your direction on. One, whether a Bill to amend the Constitution by popular initiative can be amended by the promoters through the Mover before Parliament finally decides on it? That is important to me. Two, whether a Bill to amend the Constitution by popular initiative can be amended by Parliament and if so, to what extent? If you look at our schedule we are saying this Act. Can we not just say this constitution? Lastly, how should Parliament ... view

  • 25 Mar 2021 in National Assembly: Hon. Deputy Speaker, I am already there. I am asking the Cabinet Secretary for Interior and Coordination of the National Government the following Question: (i) Could the Cabinet Secretary provide statistics and names of persons who hail from Homa Bay Town Sub County who have been recruited into the Public Service to serve as Assistant County Commissioners or Deputy County Commissioners in the last ten years? (ii) What plans has the Government put in place to ensure that recruitment of Assistant County Commissioners or Deputy County Commissioners reflects fairness, regional balance, equality and gender as envisioned by the Constitution? I ... view
