  • 8 Oct 2020 in National Assembly: Thank you, Hon. Speaker. I rise to second the Public Fundraising Appeals Bill, 2019, a Bill by the Committee on implementation of the constitution of which I am the Vice Chairman. Harambees have done some good things in the country. However, we also know that the idea of Harambees has also been exposed to some level of abuse so much so that sometimes you do not know what or where to help even if you were to be very philanthropic. You have cases, even as elected leaders where you go home and get children who need to go to school ... view
  • 8 Oct 2020 in National Assembly: We get people who become opportunistic, not undertaking a serious purpose or seeking to do a serious thing, but they will call for a Harambee . Since I become an MP, I have noted the constructions we were doing in schools through view
  • 8 Oct 2020 in National Assembly: were so low, compared to the amount of work we are able to do with NG-CDF. There are situations where we would contribute up to Ksh3million. When we go back to the school and question what has been done, we get something the size of a kitchen. That is why I second and support this Bill, to the extent that it is not forbidding fundraising as an idea through which we marshal resources to help public or needy cases. If you have a real situation, you will deal with it. We should not be usurped and supped over by people ... view

  • 8 Oct 2020 in National Assembly: like three or four times for that project each year, but we see nothing. What does this mean? We need not only regulate, but make clear the cases that may require support so that needy and deserving cases are helped and resources going to them are not usurped. We also need to have an accountability system, so that when we fundraise to do something it is actually done. We did a huge fundraising a short while back, where we were doing Dr. Ida Odinga Library Research and Resource Centre at Ogande Girls High School which is her former school. I ... view
  • 8 Oct 2020 in National Assembly: . Are they sanitising the money or laundering it thorough Harambee s or what? You never know. It is for this very reason that I support this Bill and know there will be an opportunity for improvement for those Members who are concerned. But it is a good thing that we have this. Hon. Speaker, with those many remarks, I beg to second. view
  • 1 Oct 2020 in National Assembly: I thank you, Hon. Speaker. I rise under Standing Order No. 40(2) to request your intervention for alteration in the sequence of business, more particularly, to request that the Motion appearing under Order No. 14 in today’s order of business be stepped down from consideration of the House today. As the Order Paper confirms, I have proffered a number of amendments to the subject matter of that Motion. Some of those amendments include the matters I heard you earlier this afternoon mention to the House in terms of our being definite in the particular roles that we may recommend as ... view
  • 24 Sep 2020 in National Assembly: Hon. Deputy Speaker, I am still confused about where to sit because I feel there is more power this side. However, that side remains warmer. I beg to lay the following Paper on the Floor of the House: Report of the Constitutional Implementation Oversight Committee on its consideration of the Public Fundraising Appeals Bill (National Assembly Bill No. 66 of 2019). Thank you. view
