Hon. Speaker, let me rise to help. It is not the business of this House to make the Constitution or to amend it. The two-thirds gender principle springs from Article 27 (7) of the Constitution, in particular, which is a Bill of Rights. It is a fundamental human rights provision requiring referendum under Article 255 of the Constitution. So, you may wish that it were done, but the question we are asking is: If Kenyans did not do it and it requires Kenyans to do, why punish Parliament for it?

Thank you, Hon. Temporary Deputy Speaker for the grace to speak to this one. Due to time, I will not dwell on the things that the Leader of the Majority Party and Leader of Minority Party have tackled. It is important for the public out there to know that we have this amendment in order to bring Members of Parliament serving in the Senate within the bracket of parliamentary pension scheme. As the Leader of the Minority Party said, if the pension given to any Member of Parliament serving in the House of Senate were to become a subject of ...

such as the Ninth and Tenth Parliaments, Members were getting gratuity at the end of their terms. Those who qualified for pension are also getting their pension today. So, I have a problem. Hon. Mbadi, has confirmed that he got his. So, my problem with this Bill is that it seeks to merge two labour-based entitlements that deal with separate things. Social security is not a thankyou for having served in a House of Parliament. It is something that the team which has brought this Bill, assisted by Hon. Mwadime, Hon. Wanga and others, must help us define. Members need ...

Hon. Speaker, I am on Seat No.52. If Hon. Millie would not have been in the House, I would have said where my card remained but, Hon. Millie Odhiambo is my niece, so I keep a bit of these confusions private. This issue of delay in transacting legislative proposals is affecting so many legislative proposals by Private Members. That is why I was seeking to intervene. In the last Parliament, we had a lot and active engagements on Members’ Private Bills. Indeed, a number of Members just come to the House to intervene in terms of legislation in a particular ...

Thank you, Hon. Temporary Deputy Speaker, for the report coming on this Public Procurement and Disposal Act. I was among the Members to serve in the first Committee when it was first established in 2013 under the new Constitution. On procurement, we ought to be bold than we have been. It is under the realm of procurement that corruption is built in this country. The rate at which we are procuring for goods and services is too high. These monies that we budget and appropriate cannot leave the coffers into the pockets of people without passing through that system. I ...

detail, then we would be helped. Let us make it possible for people who are not tenderpreneurs to deliver and work. They deliver more than those who are perfect on paper. I thank the Committee for a work well-done. I support the leadership as we move forward. It is an opportunity for us to look at the law. Indeed, if a Member has an amendment proposal, I believe this is an elevated interrogation of what should be a statutory instrument. We can prefer those amendments and enrich these regulations into something that will serve our nation better. Thank you, Hon. ...

I thank you, Hon. Temporary Deputy Speaker. I stand to second the mediated version of this particular Bill which originated in the Senate. The manner in which this mediation process was undertaken confirms that if the two sister Houses are objective, we can actually agree on many things and move the nation forward. We sat as a team which was chosen by the respective Speakers, and I can confirm that, in addition to the matters which the Leader of the Majority Party who chaired the mediation team has confirmed, those other three issues largely came from this House when we ...
